This position serves as an Environmental Protection Specialist in the Medford District Office.

Duties

Duties include providing technical advice and assistance to managers, conducting studies and surveys to identify problems, recommending modifications to operations, and developing environmental documentation in relation to assigned projects and sites. Other duties include assuring the conduct of on-site surveillance of environmental hazardous waste disposal processes; ensuring compliance with applicable regulations, etc.; evaluating surface protection and management program goals and objectives; and providing project support documentation and preliminary studies which lead to the approval or disapproval of projects that may have a surface disturbing impact. The specialist also develops and recommends and implements plans to accomplish program surface protection goals and modifies policies and procedures to comply with changes to applicable laws and regulations. Arranges and participates in the inspection of locations for proposed operator productions, construction and site management actions to determine the potential impacts of the operations other surface and surrounding ecosystems and habitats. Makes recommendations on implementation of mitigating measures to reduce the impacts on the environment. The specialist conducts research and gathers and maintains environmental data relating to mitigation of surface impacts and restoration of surface disturbance to a productive condition. Provides adjudicative support for the litigation of disputed restorations and in some cases, acts as an expert witness. Utilizes automation capabilities for workload data tracking and input to required databases. May be called on to provide training on surface protection and preservation issues and management for staff, trainees, and managers. May act as contracting officers representative for surface management and protection work that has been contracted out to other parties. The specialist may also be required to manage the budget and consolidate submissions for surface management activities for the district/field office.

Qualifications

In order to qualify, you must meet the experience and/or education requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing 3 or more of the following: (1) conducting inspections and evaluations of proposed and existing hazardous materials or spill sites, oil and gas exploration and development projects; (2) recommending mitigation measures for environmental impacts due to constructions, operations, exploration, and development; (3) developing and/or implementing plans to accomplish program surface protection goals; (4) discussing methods of prevention or mitigation with owners of facilities that could release pollutants and/or hazardous materials into the environment. OR Education: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. degree from an accredited college or university in environmental management, or environmental sciences; and/or other related disciplines associated with such environmental subjects as policy, politics, law, economics, social aspects, planning, pollution control, and natural resources, which provided me with the knowledge, skills, and abilities necessary to do the work of this position. (Note: You must submit a copy of your transcripts as proof of any claimed education). OR Combination: Successful completion of a combination of education and experience as described in statement A, but less than one (1) year; and I have more than two (2) years but less than three (3) years of higher-level graduate education leading to a Ph.D. degree as described in statement B. I have computed the percentage of the requirements that I meet, and the total is at least 100%. (Note: Only graduate education in excess of two (2) years (36 semester hours) is creditable toward meeting the experience requirement when combining experience and education. (Note: You must submit a copy of your transcripts as proof of any claimed education). Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
