This position is located in the Office of Research & Development reporting directly to Coordinator for Research and Development. The incumbent assumes administrative program responsibility for the Research and Development (R&D) Program and research committees. The incumbent works closely with the Coordinator, the chairpersons, and members of applicable committees to ensure compliance with Federal, state, and local regulations regarding the Research Program's Human Subject Protection Program.
Duties
Administrative Management
The Administrative Officer (AO) has full authority for budget planning, fiscal management, grant coordination, space management, and supplies and equipment purchase and inventory. Coordinates grant planning, writing, and program development. Establishes funding goals by creating an accurate timeline, developing milestones, creating a budget, and examining program capacity. Ensures the availability of necessary resources such as supplies, facilities space, personnel support, and equipment. Responsible for the submission of a variety of critical reports, including but not limited to project data sheets, the Research annual report, Quality Assurance reports, and the annual budget plan.
Generates the annual Research and Development Information System (RDIS) report, which provides vital information such as a description of the program's total budget utilization, progress reports from each investigator, and awards for each investigator. Functions as the key figure in the development and implementation of Research Service policies and procedures. Exercises authority to unilaterally institute and implement certain policies and procedures. Defines the goals to be met for existing regulations and makes recommendations to the Research Coordinator.
Maintains the Research Service's Equipment Inventory List (EIL) or ensures that it is maintained correctly by other Research Office staff, or other office designated by the VA medical facility's local Standard Operating Procedures (SOP's). Ensures that VA travel complies with VA policy including the completion of travel authorizations, travel arrangements, and the use of travel cards. Assists with developing and implementing the Emergency Preparedness Plan. Participates in development of training materials, presentations, and information packages for the agency's quality management program as mandated by federal regulatory bodies such as the Department of Veterans Affairs Office of Research & Development (ORD), the VA Office of Research Oversight (ORO), the National Institutes of Health (NIH), and the Food
and Drug Administration (FDA).
Research Management
Supports the VA medical facility's research program by administering and managing the business operations of the program. Tracks all elements of the research program such as research personnel, research activities, and educational requirements. Participates in the ongoing research program's accreditation processes by developing programs to ensure quality provisions and accreditation standards are analyzed, and corrective actions are implemented. Identifies opportunities to prevent and correct unsatisfactory conditions and elements, which impact regulatory compliance and timely responses for
transactions and services. Coordinates or facilitates the development of VA medical facility research policies. Develops and refines desk manuals and SOP's related to Research program functions. Ensures that all safety and security issues are addressed and that the research program adheres to all
applicable policies and regulations. Coordinates any required site visits from VA and other agencies or organizations, and ensures all activities related to accreditation are completed appropriately.
Operations Analysis
Designs evaluation projects, training programs, and organizational strategies for identifying opportunities to improve customer service, process quality, and ensure that the research program is administered in a compliant manner in accordance with the current research regulations. Identifies discrete steps of complex transaction processes or business practices that might be opportunities for applying standard quality
improvement techniques. Utilizes techniques of systems redesign and process improvement to continuously refine procedures. Develops reporting procedures, sampling techniques, and measurements at various points in the transaction process or business cycle associated with the R&D and HRPP. Develops indicators to provide objective evidence of the effectiveness of quality procedures and controls associated with research regulatory guidelines. Identifies operational activities that meet, exceed, or fail to meet established criteria as stipulated by a variety of regulatory bodies such as the ORD, ORO, the Department of Health and Human Services (HHS), the NIH and the FDA.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/08/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing or obtaining a variety of management services essential to the direction and operation of an organization, extensive knowledge and understanding of management principles, practices, methods and techniques, and skill in integrating management services with the general management of an organization.
1. Helping management to identify its financial, personnel, and material needs and problems.
2. Developing budget estimates and justifications; making sure that funds are used in accordance with the operating budget.
3. Counseling management in developing and maintaining sound organization structures, improving management methods and procedures, and seeing to the effective use of men, money, and materials.
4. Collaborating with personnel specialists in finding solutions to management problems arising out of changes in work which have an impact on jobs and employees.
5. Advising on and negotiating contracts, agreements, and cooperative arrangements with other government agencies, universities, or private organizations.

Graduate Education: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.
