This position serves as principal leader and advisor to Facilities Directors and Deputies on all aspects of workforce management/human resources, organizational development, training, facilities requirements data, financial planning, budget formulation and execution, information technology, and the development and implementation of overall administrative and management policies and plans, including long-range strategic plans. This position is responsible for supervising staff.
Duties
Serves as the principal advisor to the Facilities Director, Deputy Director and unit directors on all aspects of the budget. Oversees the federal and trust budget planning, programming, prioritization and affordability analysis, and budget formulation (justification and defense) and execution for all Facilities resources. Develops justifications, budget papers and supporting materials for use in defending budget requests to the Smithsonian Institution (SI) Board of Regents, OMB, Congress, and regulatory agencies such as the National Capital Planning Commission.Oversees the reviews and analysis and provides guidance to the Facilities Directors and Deputies on guidance provided by Smithsonian's central Office of Finance & Accounting (OF&A), Office of Contracting, the Office of Planning, Management and Budget (OPMB), and the OIG; legislation; GAO opinions; OMB and other higher-level authority directives, and Appropriation Law. Serves as the liaison with SI’s OPMB, OF&A and OIG. Develops financial guidance, procedures and internal controls as needed for purchasing, travel, contracting, and acquisition planning. Coordinates the Facilities purchasing delegations and acquisition plans.Responsible for the management and implementation of the Facilities-wide human capital program, to include personnel planning, programming, priority and affordability organizational analysis, and management for all personnel resources. Develops performance targets and measures that ensure Facilities human capital program is in alignment with SI and Office of the Under Secretary for Administration goals. Serves as the Facilities team expert on Federal Personnel law and ensures compliance with merit systems protection and labor-employee relations activities. Reviews, analyzes, and interprets OHR guidance; legislation; GAO opinions; OPM and other higher-level authority directives as may pertain to Facilities. Formulates and develops guidance and process in human capital to include training, personnel, labor-employee relations, performance planning, return to work, and EEO. Provides leadership, oversight and direction over the Facilities training program. Monitors training events that are successful and seeks to expand those specific courses when appropriate.Serves as the primary liaison with the Office of the Chief Information Officer regarding all Facilities information technology programs and represents Facilities on matters pertaining to enterprise architecture, integration, and implementation of Facilities Information Systems Technology. Cultivates networks to exchange innovative ideas and strategies for improving program output, service, and management quality; evaluates applicability of those developments and strategies, implementing or recommending incorporation into Facilities programs as appropriate. Ensures operational needs are met through successful implementation of approved information systems. Ensures financial resources are budgeted and expended consistent with the Facilities Information System’s Technology Plan. Technical investments may include new information systems or upgrades to existing hardware or software components. Oversees the Geospatial and Information Management Function which manages as-built floor plans and related geospatial information for the entirety of the Smithsonian Institution, including Federal Real Property Asset Management and Reporting. Manages critical building records and design and construction project records for all Smithsonian facilities. Ensures the sustainability of Geospatial Information resources by developing requirements for key facilities data, collecting, managing, maintaining, and providing the data as information to support the Smithsonian’s facilities information needs. Oversees highly technically trained staff in the use of applications that may support master planning, engineering and design, construction, operations and maintenance, physical security and museum exhibits or scientific research efforts.Supports communications and information requirements for the Facilities organization and interests.Serves as a principal advisor on all aspects of facilities management including identification of conditions, deficiencies, requirements, projects, classification, and funding. Advises management on initiatives and strategies to meet SI-wide facilities goals and objectives. Establishes and oversees a process for the capture and analysis of facilities requirements to support project planning efforts, consolidated financial reporting, and management of the requirements database.

Qualifications
BASIC QUALIFICATIONS Applicants must clearly demonstrate the necessary level of managerial and leadership skills and competence to perform successfully in this position. This includes a degree in an applicable subject matter field, or a combination of education and appropriate experience that provides knowledge comparable to that normally acquired through successful completion of a four-year course of study in an applicable subject matter field.SPECIALIZED EXPERIENCE In addition, applicants must have one year of specialized experience at or equivalent to the GS-15 level. Specialized experience is defined as the demonstrated ability and experience to provide leadership to a diverse organization including facilitating inter-organizational cooperation, effectively managing fiscal and human resources, and creatively supporting new initiatives for a large agency, a large agency sub-component, or business.The applications that meet the basic qualifications will be evaluated further against the following criteria:1. In-depth knowledge of financial management involving developing, managing and tracking budgets in a multi department environment including integrating planning, goal setting, and the deployment of assets within overall agency objectives.2. Experience managing and implementing an organization wide human capital program to include personnel planning, programming, priority and affordability organizational analysis, and execution for all personnel resources. 3. An entrepreneurial spirit as evidenced by developing new programs, projects, business, or resuscitating underperforming operations.4. Skill and ability as an executive in leading, supervising, inspiring, and managing a multi-disciplined and culturally diverse workforce.
