As a Financial Manager, serves as the Region expert and principal financial advisor to management and customer officials on accounting, finance, and budget matters. In partnership with power customers, provides innovative leadership in developing and implementing alternative funding mechanisms to meet mission critical objectives. **This is not a remote position. The selectee will be required to be physically present in Folsom, CA.

Duties

Formulates, recommends, and implements Sierra Nevada Region accounting policy and financial management plans in collaboration with others. Interprets and assures compliance with established, generally accepted accounting principles (GAAP) and accounting standards, issued by FASB and FASAB, Government Accountability Office (GAO), Office of Management and Budget (OMB), U.S. Departments of Treasury and Energy, and Western Area Power Administration (WAPA) financial policies, procedures, and standards. Formulates, recommends and implements Sierra Nevada Region budgetary policy in collaboration with other program managers; establishes budgetary controls for budget execution; ensures administrative control of funds; certifies the availability of financial resources prior to obligation; reviews and analyzes the execution of the Region's budget and recommends reprogramming and budget adjustments to assure compatibility with program plans. Collaborates with Federal and non-Federal officials to assure compliance with contractual agreements; billing procedures and proper accounting; participates in internal audits and control reviews and recommends corrective action; associated with RMR financial records. Serves as Financial Manager, directing a diverse accounting and budgetary workforce of 10 Federal employees and 4 contractors through two subordinate supervisors. Performs the full spectrum of personnel management duties.

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as: Experience in leading a budget, accounting, and/or financial staff. Experience in providing expert financial advice to a management team. Experience analyzing and evaluating financial, budget and accounting data to identify real or potential problems and recommend alternatives or optimum solutions. Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
