Duties
The primary purpose of this position is: To serve as a Command Airspace and Sustainment Manager for airspace/ encroachment issues for Headquarters, Air Combat Command (ACC). Advisor to the Commander, ACC and Director of Operations, on matters pertaining to airspace. Oversees the management of airspace by 1st Air Force (AF), 8th AF, 9th AF, and 12th AF, gained Air National Guard (ANG) /Air Force Reserve Command (AFRC) units. Oversee airspace management for 5 Air Force Global Strike Command locations.
Duties:
Serves as a MAJCOM technical expert for Air Traffic Control (ATC) systems operations, and provides support to Federal Aviation Administration (FAA), DoD, and MAJCOM units by anticipating, planning and directly supporting ACC Commander and subordinate flying units on matters pertaining to Flying Mission Sustainment (airspace, terminal ATC procedures, RPA, flying procedures) Systems development and management.
Evaluates and analyzes FAA, military or civilian aeronautical proposals.
Represents Headquarters ACC and subordinate units at Headquarters (FAA) and Regional FAA airspace meetings and conferences, conferences hosted by other MAJCOMs, other services, government agencies, state and local entities and international committees.
Anticipates, plans and directly supports HQ AF, ACC Commander, MAJCOM Staff, and subordinate units on matters pertaining to requirements, justification, integration, and utilization of Remotely Piloted Aircraft (RPA).
Evaluates and analyzes FAA, military or civilian aeronautical proposals, to determine the impact on the DoD mission.

- Applicants with 15 years of air traffic control and management experience, OR a bachelor’s degree and 10 years of ATC experience, are highly desirable.
- Federal Aviation Administration certified military ATC experience is required.
- TDY is required approximately 25 percent of the time. Travel may be by military and/or commercial aircraft or any other transportation mode determined to be advantageous to the government in performance of official duties.
- Must be able to obtain and maintain the appropriate security clearance.
- Incumbent must have held a valid FAA Air Traffic Control Specialist Certificate.
- Completion of Military Airspace Management Course (E30ZR13M3) and/or Combat Airspace Management course (AOCIQTASP, PDS) is highly desired.

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Air Traffic Control Series, 2152.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes experience in a military or civilian air traffic facility that demonstrated possession of the knowledge, skills, and abilities required to perform the level of work of the specialization. This experience must have been provided a comprehensive knowledge of appropriate air traffic control laws, rules, and regulations. This specialization also requires knowledge of air traffic control laws, policies, regulations, and precedents applicable to ACC airspace integration to serve as the primary headquarters expert on ATC operations, operations mission sustainment and airspace integration; Knowledge of FAA, USAF, ACC, and other military command structure, missions, programs, and organizational relationships as they relate to program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; and knowledge of operational ATC issues to include; terminal area procedures, enroute operations, route structures, aerodynamics, communications, meteorology, flight planning, separation criteria, and investigation and resolution of system deviations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery knowledge of FAA, DoD, Air Force, and MAJCOM handbooks, instructions and directives pertaining to mission sustainment, airspace and encroachment matters and ability to apply ATC procedures, requirements, regulations and policies related to mission sustainment and airspace management, including the ability to maintain credibility with others on technical matters.
2. Comprehensive knowledge of missions, roles, functions, organizational structure, and operations of FAA, DoD, DHS and Air Force organizations to provide command level staff guidance and/or conduct studies, plans, and actions to sustain and enhance assigned missions and capabilities.
3. Skill in designing and conducting comprehensive studies; and prepare solutions to especially broad, important, and severe military operational and contingency areas.
4. Ability to masterfully apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs and to conduct unbiased, technical evaluations of air traffic and airspace environments and ability to evaluate airspace/mission sustainment encroachment proposals and provide senior leadership recommendations on the best way forward to meet mission requirements.
5. Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources and require extensive changes in established concepts and procedures.
6. Ability to communicate effectively electronically (Task Management Tool software and Microsoft Office software suite), orally and in writing; negotiate complex issues; and maintain good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
