This position serves as the Logistics Management Specialist with responsibility for direction and control of logistics planning that includes multiple activities and may include geographically separated areas where no supply chain management personnel are assigned. The primary purpose of this position is to direct, develop, and implement policy programs and procedures for the accurate management of Supply Chain Management (SCM) planning.

Duties

Major duties include, but are not limited to: Resolving or contributing to the resolution of assigned high-priority logistics, supply, distribution, equipment, information or service problems through personal action or immediate coordination with required local personnel/activities. Serving as an integrator and/or facilitator for contact with supply chain management customers, ensuring Supply Chain Management Service is positioned to serve the full range of supply chain needs. Establishing procedures for the integrated efforts of SCM operations with services throughout the VAMC and supported activities for mission essential deployment of SCM EMRT planning. Ensuring all assigned personnel and equipment are properly identified and prepared for deployment during simulated and actual emergency response exercises. Training, planning and controlling the movement of personnel and equipment during simulated and actual emergency response exercises. Participating in the development of supply chain management practices for facility maintenance activities, with a focus on long range planning improvement. Recommending alternate courses of action in resolving problems critical to current and future logistics requirements. Reviewing, coordinating and integrating commodity management of assets. Analyzing the effectiveness of the supply chain and supported services. Developing ongoing strategic analyses across supply chain activities and takes action for improvements. Researching and studying private industry as well as Department of Veteran Affairs best practices to develop and apply concepts that best fit and support Supply Chain requirements. Writing and developing documentation and supply chain policy and procedural directives. Supervising the Supervisory Inventory Management Specialists. Making recommendations for promotions, reassignments and awards; and conducting semi-annual and annual performance reviews. Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet time-in-grade requirements and specialized experience within 30 days of the closing date of this announcement, 02/08/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Participating in the development of supply chain management practices for facility maintenance activities, with a focus on long range planning improvement; ensuring all assigned personnel and equipment are properly identified and prepared for deployment during simulated and actual emergency response exercises; training, planning and controlling the movement of personnel and equipment during simulated and actual emergency response exercises; performing logistical assessments of strategic supply support in coordination with the supported customers and alerting management of systemic problems; troubleshooting and resolving issues where supply chain deficiencies affect the mission; preparing detailed reports; evaluating results, recommending and proposing plans for implementing cost saving methods; analyzing the effectiveness of the supply chain and supported services; developing ongoing strategic analyses across supply chain activities and taking action for improvements. NOTE: Experience must be fully documented on your resume and must include job title, duties, month & year starting and ending dates AND hours worked per week.
