The position(s) covered by Direct Hire Authority for Certain Personnel of the Department of Defense, June 23, 2023. This position is part of the Chief Information Office, Defense Media Activity. The incumbent will be responsible for serving as a senior leader in charge of the Risk Management and Operational Cybersecurity programs.

Duties

This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated June 23, 2023. As a Supervisory IT Specialist (INFOSEC) at the GS-2210-14 some of your typical work assignments may include: Assists in researching and evaluating technologies and organizing information necessary for the development and implementation of Enterprise IT security projects. Responsible for the DMA-wide cybersecurity defense and compliance programs. Assesses and maintains audit and security compliance program data for DMA IT portfolio using eMASS, IAVM, RMF standards and procedures. Coordinates and manages the security readiness and review process to verify Security Control compliance as required for annual network certification and accreditation. Assists CIO and DAO by managing the functions of the Operational Cybersecurity Program. Responsible for the DMA-wide cybersecurity defense and compliance programs. Assesses and maintains audit and security compliance program data for DMA IT portfolio using eMASS, IAVM, RMF standards and procedures. Coordinates and manages the security readiness and review process to verify Security Control compliance as required for annual network certification and accreditation. Assists CIO and DAO by managing the functions of the Operational Cybersecurity Program. Performs the duties of Chief Information Security Officer and Authorizing Official Designated Representative (AODR). Manages the circuit authorization through the Connection Approval Office (CAO). Prepare and execute WAN circuit approval packages in SNAP based on eMASS authorization to include NIPR, SIPR, Cloud, and Non-NIPR.

  • The incumbent must be willing and able to work overtime/compensatory time, evenings, weekends, and federal holidays. Failure to comply with required work schedule could result in termination from federal service.
  • The incumbent must be willing and able to travel for 1 to 5 nights per month using commercial or military air, rail and vehicle. Failure to comply with travel requirements could result in termination.
  • Must have the ability to acquire and maintain a valid U.S. passport.
  • The incumbent must be able to pass a pre-employment drug test screening and pass subsequent periodic random drug testing.
  • This position is designated as a Key Position and cannot be vacated during a national emergency.
  • This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968.
  • A person convicted of a misdemeanor or felony crime of domestic violence is not eligible for the position. Candidates under consideration will be required to certify whether they have ever been convicted of such offense.

Qualifications

You may qualify at the GS 14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below: Serves as a senior leader in charge of the Risk Management and Operational Cybersecurity programs for an agency/organization. Defines and manages information technology (IT) and/or cybersecurity related programs and/or projects, or other areas of responsibility, to include strategic direction for program initiatives and activities, personnel, emergency planning, IT and cybersecurity awareness. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2210, series as listed below: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
