The incumbent of this position is assigned to the Office of the Chief within the Facility Management Service (FMS), VA Puget Sound Health Care System (VAPSHCS), Seattle, and American Lake Medical Centers, Washington. The incumbent function with responsibilities that reach into all organizational elements of VAPSHCS, in-regards-to Facility Management acquisition business activities critical in support of the organization. The incumbent reports to the Administrative Officer.
Duties
Duties include, but are not limited to the following:
The incumbent is a Program Specialist with a concentration in Business Acquisition Program Management to serve as a Contract Liaison between the National Contracting Office 20 (NCO 20), Contracting Officers (COs), VAPSHCS FMS Contracting Officer Representatives (CORs), VAPSHCS Logistics Acquisition Utilization specialists (AUSes), Construction Facilities Managers (CFMs), and related Contract Vendors.
The Program Specialist, FMS, VAPSHCS is a subject matter expert in the acquisition process.
Assists in the development of procedures, policies, and supporting artifacts to ensure procurement activities are consistent with Federal Acquisitions Regulations (FAR), VA Acquisitions Regulation (VAAR), and the other federal procurement laws and regulations.
Reviews procurement documents for accuracy, adequacy, and completeness, and assists FMS CORs needed to ensure the final documents are complete.
Prepares reports or briefs, and contract data meetings, inspections, audits, and in-progress reviews.
Coordinates with FMS CORs and Project Leads to ensure all monthly Undelivered Orders (UDOs) and Accrual Service Payables (ASPSs) reports and their associated funds for the month are addressed using various system resources as Integrated Funds Distribution Control Point Activity, Accounting and Procurement (IFCAP) software in VISTA, Department of Veterans Affairs Invoice Payment Processing System (IPPS), and, Forecasts of Opportunities and Requirement Center for Excellence (FORCE) portal.
Reviews contracts, work directives, and other ordering instruments to extract scheduled of deliverable items and services and maintains records of performance and delivery against those schedules.
Troubleshoots various setbacks or delays.
Oversees and ensures compliance with the terns of contracts, to determine the reasonableness of contract modifications.
Responsible for the day-to-day management of critical administrative programs and functions in support of the organization. Participates in operational matters and activities as directed.
Coordinates, monitors, and evaluates significant projects and activities.
Tracks progress of critical time-sensitive suspense actions ensuring deadlines are met or extended with the appropriate authority.
Perform other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

You may qualify based on your experience and/or education as described below:
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

For the GS-7: Carefully read the following descriptions of the required specialized experience for the position. Your resume must support your response. Applicants must have one (1) full year of specialized experience related to this position. This experience must have been equivalent to at least the GS-05 grade level in the Federal Service.
Specialized experience: Examples of specialized experience would typically include, but are not limited to: I have at least one year of specialized experience equivalent to the GS-5 level in the Federal service performing a variety of support functions in support of program operations. The specialized experience includes: Perform, analyze, evaluate and coordinate administrative activities to include cost benefit; Coordination of local and national reimbursement programs, and other educational programs; Perform studies and conducts analyses; Purchase card holder experience. Fund control point management experience. Experience with Fiscal/Budget related processes. Strong customer service skills, frequent communication with high level staff.
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education, or superior academic achievement. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 4-year course of study leading to a bachelor's degree.
GS-9 Grade Determination
Carefully read the following descriptions of the required specialized experience for the position. Your resume must support your response. Applicants must have one (1) full year of specialized experience related to this position. This experience must have been equivalent to at least the GS-07 grade level in the Federal Service.
Specialized experience: Examples of specialized experience would typically include, but are not limited to: Establish guidelines that are unclear or conflicting, develop service line policies, procedures, SOPs, and associated training materials ensuring they
align with federal procurement laws and regulations. Prepare reports or briefs, and contract data for meetings, inspections, audits, and in-progress reviews. Assist on all phases of negotiation with the contract specialist/contracting officer for contract modifications, change orders, supplemental agreements, and delivery order processes including requirements, definition, justification, and approval for a service contract extension, method of contracting, evaluation of proposals, and all phases of contract administration. Conduct independent analysis of administrative, management, and technical problem areas and offers technical advice and recommendations for corrective action. Tracks progress of critical time-sensitive suspense actions ensuring deadlines are either met or extended with the appropriate authority. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
