The primary purpose of this position is to serve as an expert senior management consultant and advisor to agency business/product line senior support officials regarding concerns and issues relative to position classification and recruitment and placement.

Duties

DUTY 1: Provides professional, technical and operational analysis support for assigned projects/programs. DUTY 2: Performs extensively broad and difficult classification projects and studies. DUTY 3: Provides comprehensive recruitment and placement advisory services for respective organization's line and support activities. DUTY 4: Develops solutions and provides assistance to Personnel, Finance, and Systems subject matter experts regarding interrelated AF Sensitive Activities programs and systems support required to meet current and long range goals and objectives.

  • The employee must have the ability to apply complex procedures and techniques to unique and sensitive situations in Civilian Personnel arenas under varying degrees of management control.
  • Position is designated Special-sensitive; incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI).
  • Employee may be subject to polygraph testing and a non-disclosure agreement must be signed.
  • The employee must possess detailed and accurate knowledge of sensitive security programs and procedures.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • The employee may be required to work other than normal hours, which may include evenings, weekends and/or holidays. Overtime may be required as workload demands.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: expert knowledge of and skill in applying, a wide range of position classification and position management principles, concepts, practices, and techniques to evaluate contentious and complex organizational structures covering a large number of positions, advise senior executives on proper grade structures and cost-effective measures in structuring organizations, and address highly complex classification and position management issues. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Broad knowledge of the DAF organization, roles, missions, and capabilities of US Special Operations Forces, in particular, the DAF Sensitive Activities Enterprise. 2. Extensive knowledge of and skill in applying, a wide range of position classification and position management principles, concepts, practices, and techniques to evaluate contentious and complex organizational structures covering a large number of positions, advise senior executives, and address highly complex classification and position management issues. 3. Knowledge of military command structure, missions, programs, and organizational relationships plus a thorough knowledge of quantitative and qualitative methods and techniques to develop staffing standards covering complex Reduction program functions. 4. Thorough knowledge of and ability to apply laws, executive orders, regulations, policies, and concepts, pertaining to alignment/classification, position management, staffing, recruitment, and/or HR programs/functions to render accurate advisory services. 5. The incumbent must be able to analyze information and data, and assess progress of programs, projects, and processes; identify areas needing emphasis, summarize organizational status succinctly to leadership and provide guidance and leadership in implementing effective methods to resolve problems, correct deficiencies, evaluate support to management and assure that the management's objectives are being met. 6. Skill in assessing unforeseen developments, new phenomena, and difficulties encountered, and recommend changes in direction and approach; evaluate the overall effectiveness and adequacy of Human Resources operations and initiate projects to accomplish the necessary improvements. ??????? 7. Ability to communicate in oral and written modes, proofread and apply quality control techniques to complex correspondence and to outline probable courses of development and action regarding the interplay of geographical, political, military, economic, and industrial forces in various regions of the world; the ability to present and argue for a position effectively to senior leaders across DoD. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CONDITIONS OF EMPLOYMENT CONTINUED: The position is in a fast-paced, high-stress staff environment that supports the Administrative Assistant to the Secretary of the Air Force, the Director, Department of the Air Force Sensitive Activities Office, and a variety of staff elements within Headquarters USAF and the Air Force Personnel Center. Individual will face daily urgent requests from general officers and senior executives for papers, briefings, and evaluations, typically concerning politically sensitive or National Security related issues. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
