This position is located in the Department of Homeland Security, U.S. Coast Guard, First District, Sector Long Island Sound, New Haven, CT.

Duties

The purpose of this position is to integrate emergency management principles, practices, and processes into each of Sector Long Island Sound's contingency plans to include providing subject matter expertise for contingency exercise design and implementation, exercises support and evaluation, and development of lessons learned and remedial action items during the after action process.Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.Typical work assignments include:*Providing emergency response and preparedness training, exercises, and assistance.*Developing and maintaining Incident Management Team (IMT) duty schedules and rotations.*Providing technical support involving web pages, geographic information systems, enterprise wide and unit/branch databases, and other information management tools.*Leading and/or assisting in the design and implementation of all-contingency exercise scenarios.*Overseeing development, maintenance, and revisions of the Sector Long Island Sound Area Contingency Plan (ACP) as mandated by the Federal Water Pollution Control Act.*Coordinating and collaborating with partner agencies to ensure technical, scientific, geographic, logistical, and statutory response information in the ACP remains accurate and current.*Maintaining Sector Long Island Sound's Severe Weather Plan, Continuity Operations Plan (COOP), and Mass Rescue Plan, and leads the planning, designing, facilitating, and evaluation of respective drills and exercises.

Requirements

  • U.S. Citizenship is required.
  • Males born after 12/31/1959 must be registered for Selective Service.
  • This position requires a Secret clearance.
  • The position requires a valid state driver's license.

Qualifications

Qualifications for GS-12:  One year of specialized experience is required equivalent to at least the GS-11 level in the Federal service.   Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.  Examples include:  Managing plans, training, coordination and exercises to maintain preparedness of an organization; developing plans to ensure the capability to continue essential functions during all hazards; Providing coordination and assistance to activities to ensure the capability to continue essential functions during any event or incident; developing and implementing emergency management standards, regulations, practices, training, and procedures to identify, minimize or eliminate hazards and threats; and Providing technical advice on preparedness and response activities associated with natural and/or man-made disasters.National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
