The primary purpose of this position, ACQUISITION PROGRAM MANAGER, GS-1101-7 potential GS-1101-12, is to serve and assist as a Senior Contract Manager/Analyst for contracts managed within the organization's Contract Management Office (CMO).

Duties

Assess progress in assigned projects/programs including cost estimates, schedules, and performance supportability baseline requirements by applying known methods and procedures. Plan, organize, and coordinate activities of functional specialists including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics. Review and direct the progress of contractors in meeting program objectives. Prepare and present staff studies for presentation to the Program Director and other management officials.

  • This is an acquisition coded position. Selectee must complete required Certification Level 2 in the Acquisition Program within 24 months of assignment.
  • PHYSICAL DEMANDS: The work is mostly sedentary, although there may be some walking, bending, and climbing associated with on-site inspections.
  • WORK ENVIRONMENT: The work is primarily performed in an office setting. Some work may be performed at industrial and manufacturing facilities.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. TARGETED POSITIONS: This position is a developmental (e.g.: GS-07 Target GS-12) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-07). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected. GS-7 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-5), or equivalent in other pay systems. Examples of specialized experience includes basic knowledge of statistical analysis, sampling methods, and authoritative report preparation and procedures related to contract management. OR EDUCATION: Applicant must have one full year of graduate level education or superior academic achievement. OR EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. Examples of specialized experience includes principles, policies, legal requirements and practices of system acquisition and program management to plan, organize, and manage critical aspects of the development, production, and/or deployment of systems, subsystems, and equipment that are within available technology; ability to coordinate such aspects of system acquisition as engineering, contracting program control, configuration, test, manufacturing, and integrated logistics support to effectively implement program management and directions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-7 level; and one year at the GS-7 level is required to meet the time-in-grade requirements for the GS-9 level; and one year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level; and one year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of laws, principles, policies, and practices of systems acquisition and program management. Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities. Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process and integrated life cycle management. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit. Ability to plan, organize, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions and personnel in support of the process.

Education

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
