This position is located in the Department of Homeland Security, U.S. Coast Guard, First Coast Guard District, Waterways Management, Boston, MA.
Duties
The purpose of this position is to assist the Section Chief with energy permitting and regional marine planning, activity coordination and representing Coast Guard (CG) missions and equities in external forums.Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:- Researching, collecting, analyzing and disseminating complex technical navigational and related operational information. - Providing technical support to the Section Chief by monitoring energy project activities and advising on navigational safety reviews of offshore energy projects and marine planning by providing clarification, advice, assistance and recommendations through research, documentation, data analysis and manipulations and participating in external meetings.- Serving as subject matter expert and preparing correspondence (memos, briefs, presentations) to various Coast Guard units, Headquarters, other government agencies and the general public.

Qualifications
Applicants must possess one year of specialized experience equivalent to the GS-09 level (in the Federal sector). Specialized experience is experience that has equipped you with the particular knowledge, skills, and ability to successfully perform the duties of this position and is typically in or related to this line work. Examples of specialized experience include: competent analysis and marine planning and permitting processes related to impacts to marine navigation; navigational principles and working knowledge of Geographic Information Systems, basic understanding of key components of the intermodal transportation system, general port operations and the Coast Guard's relationship and interplay with these elements. OR at least one of the following if using education to qualify at this grade level: (A) a Ph.D. or equivalent doctoral degree; OR (B) 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR (C) A combination of specialized experience equivalent to the GS-09 level in or related to the work of this position AND education graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. Experience and education combinations are computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the total of qualifying education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify at that grade level.
Undergraduate and Graduate Education: Major study -- navigation, mathematics, physics, astronomy, geography, meteorology, engineering, cartography, or other subjects related to aeronautical or marine navigation and operations.
Graduation from the United States Naval, Air Force, Coast Guard, or Merchant Marine academies, or from one of the State maritime academies meets the undergraduate education requirements.
Any time-equivalent combination of the above.

Civilian or military experience in the field (marine) of the position for which application is made. Such experience must have involved the acquisition, collection, selection, analysis, evaluation and preparation of reliable marine information on navigation and related operations, including publications related to navigation.National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
