Duties

The Procurement Executive reports to the Counselor to the Chief Justice of the Supreme Court of the United States. The primary responsibility of the incumbent is to serve as the senior procurement executive over the procurement system for the Supreme Court and as the principal advisor to the Counselor to the Chief Justice and to other Court Officers on all matters pertaining to the acquisition activities of the Court. The incumbent provides leadership in a visionary and collaborative manner to improve business processes and accomplish strategic Supreme Court goals, and program objectives, through the effective oversight and administration of the procurement program. Major duties and responsibilities of the Procurement Executive include the following. Serve as principal contracting officer to the Court with delegated authority to obligate funding in support of the Court's mission. Apply knowledge of federal contracting regulations, statutes, and procedures, and program objectives to determine the appropriate types of contracts and authorities. Review major procurements for consistency with Court strategic plans and ensure value/benefits derived are appropriate for costs. Leverage resources to support the procurement workforce and create training/development standards, organize senior-level support for acquisition workforce development initiatives, and serve as an expert on acquisition workforce policy and practice issues. Oversee the identification, analysis, and participation in the development of acquisition strategies based on requirements (e.g., technical, management, costs, past performance) and establish contracting documentation (e.g., acquisition plan, source selection plan, and statement of work) consistent with laws, regulations, policy, and other guidelines. Manage daily operations and personnel of the Court's procurement office. Provide guidance to Court officials in the interpretation of regulations and procedures governing the administration, negotiation, and termination of Court contracts and agreements. Develop and maintain liaisons with acquisition leaders in other Federal courts, the Administrative Office of the U.S. Courts, federal agencies, and private sector partners to facilitate the exchange of technologies and the sharing of common information. Represent the Court at interagency forums, conferences, and meetings, and other duties as assigned.

Qualifications

Superior ability to prepare briefings to Court Officers and managers on procurement topics; and superior ability to apply analytical, strategic, and critical thinking skills to determine procurement strategies, evaluate contract performance, and improve the performance of the Court's contracting programs required. Expert knowledge of applicable acquisition regulations and statutes, principles of contract law and contract formation, acquisition and funding strategies, appropriated funds procedures, appropriations law, government contract administration, Contracting Officer Technical Representative (COTR) responsibilities, market research, and source selection procedures required. Expert knowledge of all types of contracts including fixed price, firm fixed price, indefinite delivery indefinite quantity, cost reimbursement contracts, special purpose contracts, and others required. Expert organizational and interpersonal skills including a superior ability to represent the Court when meeting with commercial enterprises and other entities involved in providing services within the Court. Superior facilitation and negotiation skills and the expert ability to prepare unbiased assessments and recommendations required. A minimum of twelve years of progressively responsible procurement experience, including as a recent (within last 5 years) government Contracting Officer within the federal government; and certification as FAC-C Professional in Contracting or equivalent required. Substantial knowledge of the role and responsibilities of federal courts as well as their unique contracting and procurement programs and practices preferred.

Education

A bachelor's degree is required with substantial course of study in one or more of the following fields: accounting, business, finance, law, contracts, purchasing, economics, quantitative methods, or organization and management. A law degree is preferred.
