This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Facility Operations Specialist to perform professional duties in the operation, inspection, and maintenance of the District O&M projects; and to facilitate and/or participate in overall condition assessment of assets and use information in budget development.

Duties

Document and manage the assigned projects Asset Management Programs and Investment Plans. Advise supervisor/manager on performance/replacement/maintenance on project assets. Utilize Facilities, Equipment, and Maintenance (FEM) program at assigned projects to track all project maintenance and ensure that proper maintenance records are kept. Participate in field inspections to determine condition of components and systems such as electrical, mechanical, and hydraulic such as flood control gates/structures, hydropower plants, bridges, water and sewer treatment facilities, etc. Gather and analyzes technical and budget information and prepares charts, graphs, and reports needed to track and illustrate asset inventory, condition, risk and trends or needs. Input project data and operates all asset management tools for assigned projects.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a requirement to lift up to 50 lbs.
  • Incumbent must possess and maintain a valid State motor vehicle operator's license prior to appointment.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience GS-09: One year of specialized experience which includes (1) coordinating maintenance and repair of facilities for a variety of buildings and developing maintenance concepts, initial repair and replacement factors; (2) working as liaison with a variety of personnel for facility maintenance projects to resolve problems or issue; (3) utilizing a variety of automated systems to prepare reports, work packages, and descriptions of the work and equipment involved to resolve the problems identified; and (4) conducting inspections of maintenance projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in engineering, industrial arts, property management, or business administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience GS-11: One year of specialized experience which includes (1) conducting facility project inspections to evaluate condition of components and systems such as electrical, mechanical and/or hydraulic; (2) evaluate use patterns and identify maintenance, repair, and construction requirements; (3) operating a computerized management system to track, schedule, gather data, and perform analysis of projects/programs; and (4)perform analysis of projects/programs; and (5) develop a short term investment plan that guides routine and non-routine budget development. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in engineering, industrial arts, property management, or business administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
