This position serves as an assistant to the Chief, Office of Community Care (OCC) at the Wilmington VA Medical Center (WVAMC) which provides a full range of services in the community by providing access to outpatient medical and surgical care in Wilmington, Delaware and surrounding areas.

Duties

The scope and complexity of the service requires a deputy-type relationship between the Chief and Assistant Chief. Optimum delegation is given to the incumbent, who has full authority to act for and in the absence of the Chief in any area coming within the purview of the Office of Community Care. Some of the major duties include but are not limited to: Program Management Formulates and issues policies, through the Chief, Office of Community Care (OCC), relating to the broad area of patient administration which provides a basis for sound administrative practices, define responsibilities for carrying out specific functions, provides recognized authority consistent with applicable law under which action taken to minimize the possibility of unauthorized action or unfavorable criticism, and facilitates decisions to promote consistency of interpretation and application across organizational lines Develops all necessary information relating to all aspects of community and VAMC, fiscal projections, current state, availability of staff and facilities, seasonal fluctuations, changes in procedures and policies as they all affect the delivery of care across the Wilmington VA Medical Center. Identifies patient administrative policies and procedures with the public interest and executes a program of action and service to earn patient and public understanding and acceptance. Program Oversight Responsible for proper liaison between the facility and its designated legal service and for informing management and staff on matters affecting patient administration that have actual or potential legal implications, familiarizes, and educates employees with the legal requirements and financial policies as appropriate Develops and administers a formal, systematic plan or method for reviewing and appraising the effectiveness of each phase of patient administration activity through the care coordination model Makes workload surveys and scheduling studies in clinics and admission service and various professional services and recommends changes in work distribution, scheduling policies, etc. Resource Allocation and Budget Management Actively participates in maintaining and developing a responsive system of reporting general management and financial data for the OCC budget Prepares and/or reviews and evaluates financial analysis, summaries, recurring or non-recurring reports which keep management advised of the current financial situation in the Medical Center Participates with the Chief in the development and presentation on budget, patient- load estimates for submission to management Supervisory Duties Provides technical and administrative supervision to all administrative staff to include but not limited to budget and program analysts, and medical support assistants through subordinate supervisors. Formulates and installs administrative and clerical procedures to insure expeditious and efficient processing of work and in-service training. This extends into the professional services where clerical personnel are assigned to support functions of those services. Keeps employees informed regarding the policies, procedures, and goals of management as they relate to the work of the service. Establishes performance standards and evaluates the performance of subordinate supervisors, makes determinations on grievances, recommends training, and approves leave of subordinate supervisors. Hears grievances as second level supervisor, reviews recommendations for hiring, promotion, and adverse actions made by subordinate supervisors, and supports and implements established Equal Employment Opportunity policies and programs. Interviews candidates for positions in the unit; recommends appointments, promotions, and reassignments to unit positions; identifies and provides for training needs; and finds ways to improve production or increase the quality of work within the area of authority. Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing executive level administrative support and analysis to service line leadership to accomplish high priority tasks; analyzes quantitative and/or qualitative data to evaluate the efficiency and effectiveness of goals and objectives of established service line programs; interprets policy and gives procedure advice to Service Line Executives, Department Chiefs, and their secretaries; assists contract officers with formulation of contract solicitation; establishing performance standards and evaluating the performance of subordinate supervisors, makes determinations on grievances, recommends training, and approves leave of subordinate supervisors. Preferred Experience: The preferred candidate will possess at least 3 years of experience demonstrating strong business acumen skills, and experience working with higher-level managers across multiple service lines. Additionally, the ideal candidate has 3 years of experience working with budgets and supervising employees. You will be rated on the following Competencies for this position: Administration and ManagementFinancial ManagementOral CommunicationPlanning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
