This position is located within the Office of General Counsel (L), Transmission section (LT), Bonneville Power Administration (BPA).
The purpose of this position is to serve as an Attorney-Adviser (General), providing advice and counsel on matters that fall within the functions of a federal power marketing agency.
Duties
As an Attorney-Adviser (General), you will:
Render legal advice to managers and staff on administrative and policy matters.
Analyze and interpret various federal and State laws, orders, rules and regulations, and judicial opinions and orders relating to BPA.
Participate in quasi-judicial proceedings both intra-departmental (BPA rate and tariff cases) and before regulatory bodies, such as the FERC.
Prepare and review contracts, technical reports, letters, orders, and regulations relating to the areas of assigned responsibility to be signed by the Administrator, Contracting Officers, and other agency officials.
Review proposed Congressional and State legislation affecting BPA as requested and draft formal comments or otherwise make substantive recommendations.
Draft, negotiate, or examine contracts or other legal documents required by BPA's activities.
Requirements

- This position does not support remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 3 days per pay period.
- On occasion, long hours may be involved, some of which may be outside the normal office environment.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS:
GS-12:
Must have a professional law degree (LL.B. or J. D.) and membership in a State or District of Columbia bar and one year of professional (attorney) legal experience and advanced educational attainments that clearly indicate the ability to independently perform complex legal work.
GS-13:
Must have a professional law degree (LL.B. or J.D.) and membership in a State or District of Columbia bar; and one year of professional (attorney) legal experience and advanced educational attainments that clearly indicate the ability to independently perform complex legal work; and one additional year of professional (attorney) experience at a level of difficulty and responsibility equivalent to that of an attorney at the grade immediately below the one being filled.
GS-14:
Must have a professional law degree (LL.B. or J.D.) and membership in a State or District of Columbia bar; and three years of professional (attorney) legal experience and advanced educational attainments that clearly indicate the ability to independently perform complex legal work; and one additional year of professional (attorney) experience at a level of difficulty and responsibility equivalent to that of an attorney at the grade immediately below the one being filled.
Experience requested by management:
1) Knowledge of and experience advising on the Administrative Procedure Act and federal statutes and regulations relating to the transmission of energy; 2) ability to navigate and collaborate among competing interests and promote teamwork and inclusivity; 3) training or experience in negotiation facilitation or conflict resolution; AND 4) adept at learning complex technical matters and incorporating that information into legal documents.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
