This Accountant position serves as an Accountant in the Financial Management Branch, Division of Administration and Management, Tucson Area Indian Health Service performing a variety of accounting functions that require the application of well-established accounting principles, theories, concepts, and practices. This position reports to Budget Officer.
Duties
Makes a detailed examination of routine receipts and disbursement vouchers, certificates of deposits, purchase orders, travel orders, service contracts, tribal contracts, payroll records, requisitions, work orders, receiving reports, and other accounting documents to verify the accuracy of computations
Performs the reconciliation process of various General Ledger Accounts to ensure these accounts are maintained accurately and in compliance with Internal Controls.
Prepares various reports and analysis of the accounting operations, segment of activity/program, cost centers, geographical location, appropriation, etc. Reporting results of operations by variations, trends, identifying any discrepancies, and recommending a corrective action plan.
Reports the use and rate of expenditure of budgeted funds throughout the execution phase of the annual operating plan through examinations of accounting records and documents.
Develops procedures to be used in the design or modification of automated accounting systems; providing advice to management of organizations serviced; assisting management in applying financial data and recommending alternatives to resolve difficult problems.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
BASIC REQUIREMENT(S):
To qualify for this position you must meet one of the basic requirements described below. (MUST submit copy of transcripts as proof of education or certification as Certified Public Accountant or Certified Internal Auditor, as applicable.)
Completion of a bachelor's degree in accounting from an accredited college or university or completion of a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (Note: transcripts required)
OR
Possess a combination of education and experience: at least 4 years of accounting experience or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses, which may include up to 6 hours of business law, OR a certificate as a Certified Public Accountant or Certified Internal Auditor.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below-
MINIMUM QUALIFICATIONS for GS-0510-09:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-07 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: Perform moderate accounting work that requires application of accounting theories, concepts, principles, and standards to the financial activities of an organizations, i.e., applying accounting standards, policies, and requirements; ability to examine, analyze, and interpret accounting data, records, and reports; or ability to assist management on accounting matters; and operate agency accounting systems, i.e. Unified Financial Management System.
OR
2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.
OR
Possess a combination of education and experience. Determine your total qualifying education as a percentage of the education required for the grade level; then determine the your experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify for the GS-09 grade level. (Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. Only graduate level education in excess of the amount required for the next lower grade level (1 year of graduate-level education or superior academic achievement) may be combined with experience)) Transcripts required for to qualify using this option.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
