This position is located at Everglades National Park and will be assigned to work in the Visitor and Resources Protection Division.

Duties

Major Duties include but are not limited to: The incumbent will serve as a Law Enforcement Ranger and Airplane Pilot within the Visitor and Resource Protection Division at Everglades National Park and will report directly to the Chief Ranger or the Deputy Chief Ranger. As a commissioned ranger, the incumbent is responsible for the enforcement of criminal laws of the United States through detection, investigation, and /or apprehension of individuals suspected of offenses against the United States. For aviation duties, the incumbent serves as a Department of Interior (DOI)/NPS Dual Function Law Enforcement Pilot and will act as Pilot in Command (PIC) of a fixed wing aircraft for the purposes of performing law enforcement patrols, low level surveillance, fire reconnaissance, search and rescue operations, wildlife and other resource monitoring/survey flights and transport of passengers. Performs a wide range of resource and visitor protection duties as fully trained and qualified professional: law enforcement, emergency medical services, search and rescue operations, marine patrol, and all risk emergency incident coordination and resource/visitor protection. Mission critical flights may be conducted in periods of adverse weather. Flights may be conducted at night in accordance with applicable DOI/OAS (Office of Aviation Services) policy. Physical Demands: This position places a variety of strenuous physical demands upon the incumbent. Park Ranger activities can require long periods of standing, hiking with heavy packs, running, lifting, pulling, crawling, crouching, etc. Law enforcement, search and rescue, emergency medical services all entail strenuous hours of hard work in often unfavorable conditions. The incumbent must have the ability to deal with personal assaults and must be able to take physical control of resistant people. Dangerous persons, many of whom are known to carry weapons, must be physically confronted, subdued, and apprehended by the incumbent in this position. The position also requires the ability to hike long distances, run, work out-of-doors for long periods of time, and fly fixed-wing aircraft, possibly all within the same day or duty period. Criminal investigation or emergency responses often must be carried out without regard to fixed work schedules, days off, or consistent rest schedules. A NPS Type 1 law enforcement commission is required in this position, and the incumbent must meet the NPS law enforcement physical fitness standards to maintain the commission. In addition, the incumbent must also possess and maintain a FAA Medical Certificate Second Class or higher. The position is subject to a pre-employment drug screening, and pre-employment compliance with FAA, DOI and NPS physical fitness standards and medical standards. This position requires good physical and mental condition with considerable stamina in order to be prepared for and react to emergency situations that arise. The incumbent should be agile, mentally alert, possess good judgement, and have no unreasonable fears of water, height, darkness, meeting the public under adverse situations, or working alone under adverse circumstances. The incumbent must possess a valid state driver's license. The incumbent must be able to lift 100 pounds. Working Conditions: Work environment will vary from an office to an aircraft cockpit, to the outdoors. Work may involve exposure to adverse weather, the discomfort of manual work, and the unpredictable hazards involved in law enforcement and wildlife work. Incumbent will be responsible for the unloading and loading of equipment and supplies in and out of aircraft, typically in remote locations. The incumbent is frequently exposed to high-risk and potentially dangerous situations in law enforcement and emergency situations requiring use of a wide range of personal protective gear, adherence to specific safety procedures and other precautions. Long periods of surveillance work may be required in cramped or unpleasant locations and under stressful situations. Work is performed both in an office and outdoors. Field work is performed in rough conditions characterized by rugged terrain, changeable weather, extremely low temperatures, high winds, rain, varying water levels, insects, wild animals and other conditions which present unusual and sometimes severe safety and logistical problems requiring prompt, sound judgement. Incumbent is required to detain or apprehend suspects who maybe hostile and/or armed. While operating aircraft, incumbent is subject to hazardous conditions. Low altitude flights, various weather conditions, poor communications and flying from improved and unimproved airstrips, sandbars, and on water. Everglades terrain is unpopulated. Qualifications

All qualifications must be met by the closing date of this announcement-02/13/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. SELECTIVE FACTORS: Applicants must meet ALL of the following to qualify: Law Enforcement Commission: must possess or be able to obtain a Level I Law Enforcement Commission by entrance on duty date, which requires successful completion of an approved Law Enforcement Training Program. (Screen Out) -AND- In addition to the Selective Factors above, to qualify for this position at the GS-12 grade level, you must possess the following minimum qualification by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Managing a law enforcement program including the protection, conservation, use, and management of natural and/or cultural resources in park areas or similar operations, which involved the application of law enforcement authorities and procedures to protect visitors and resources; management or program specialist work involving the development and/or implementation of policy related to law enforcement and visitor protection in park areas or similar operations; or other similar work. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Requirements Continued: You may be required to complete training and operate a four-wheel drive vehicle. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. Applicants must be at least 21 years old. Selectees will be expected to travel in (not pilot) a small single-engine aircraft. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home up to 4 weeks per year. You must obtain a government charge card for travel purposes. Selectee will travel by motorized and non-motorized boats; and must be able to successfully complete the Department of the Interior Motorboat Operator Certification Course. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.
