This position is located in the Telecommunications and Industry Analysis Division (Division), Office of International Affairs (OIA), Federal Communications Commission in Washington, DC. RELOCATION EXPENSES WILL NOT BE PAID.   THIS VACANCY ANNOUNCEMENT MAY BE USED TO FILL ADDITIONAL POSITIONS WITHIN 90 DAYS.

Duties

As Deputy Division Chief in the Division, the incumbent participates and shares fully with the Division Chief the planning, directing, and coordinating of all phases of the work of the Division, with a concentration on matters relating to international section 214 authorizations, submarine cable landing licenses, foreign ownership issues, and rulemaking proceedings. The incumbent's responsibilities include managing, conducting, and participating in rulemaking proceedings to develop international telecommunications policy; addressing petitions for reconsideration; processing and assessing applications and requests for authorizations and licenses under the applicable Commission rules; reporting on international telecommunications markets and relevant international issues; and representing the Commission or leading delegations at international telecommunications conferences and meetings.

  • SF-50 Documenting One Year of Time in Grade Required

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Current Federal employees must meet time-in-grade requirements by the closing date of this announcement. Professional law experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. In order to be deemed as "BEST QUALIFIED" candidates must meet both the educational requirements AND the Specialized Experience. A. Education You must meet the minimum basic educational requirements for Attorney positions. Education requirements include:  a professional law degree JD, LL.B., and/or LL.M.  NOTE-If you do not provide a transcript at the time of application, a transcript will be required to be provided at the time of selection. AND B. Specialized Experience GS-15 Specialized Experience: Applicants must possess at least four years of professional law experience and at least one year must be equivalent to the GS-14 level in the Federal Service. For this position, specialized experience includes the following: 1. Experience supervising or leading Attorney Advisors. 2. Experience managing, conducting, and participating in rulemaking proceedings to develop international telecommunications policy. 3. Experience serving as an expert legal and policy advisor to senior leaders on international telecommunications-related matters. 4. Experience with project management and has substantive and legal expertise in international telecommunications rulemaking proceedings and assessing whether applications comply with the Communications Act of 1934, as amended, or the Cable Landing License Act of 1921. PART-TIME OR UNPAID EXPERIENCE:  Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
