The primary purpose of this position is to to serve as a Housing Assistance Program Manager to plan, organize, coordinate and manage all aspects of housing assistance.
Duties
Manage all aspects of housing assistance to ensure that housing assistance provided complies with legal and regulatory requirements and meets customer needs.
Exercise management responsibilities and establish policies and procedures for the housing assistance program.
Perform non-routine studies and surveys to study unprecedented problems and improve the housing assistance program and participate in the administration of housing management.
Administer a variety of housing interest programs.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of basic principles, techniques, and methodology pertaining to management planning, scheduling, coordinating, and efficient use of housing facilities; perform standard management housing functions such as periodic housing requirement surveys, joint tenant-management inspections, recommending improvement projects, determining authorized allowances, and reviewing of certifying payment claims for work or services provided; a general knowledge of construction, maintenance, repair, and improvement, practices and the methods and procedures involved in determining acceptable work performance in various trades or crafts associated with repairs, improvements, or maintenance of dwelling units, buildings, structures, grounds, roads, streets. and utility systems; ability to evaluate the adequacy of housing, activities or characteristics as eligibility assignment, termination, maintainability, habitability, and utility conservation.

OR EDUCATION: Applicant has successfully completed a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or L.L.B or J.D., if related. NOTE: You must submit a copy of your transcripts.
OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant has equivalent combinations of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of basic housing instructions, policies, principles, concepts and methodologies; and of installation, housing, privatization, project, transaction, documents.
Knowledge of realty practices, including management and financing of rental and sale property; and of appropriated fund budget system and contracting provisions sufficient to ensure proper negotiations or commitment of government funds.
Knowledge of principles, techniques and methodology related to housing, referral and relocation support services.
Knowledge of housing audit or survey requirements and procedures to perform regular or periodic reviews of local housing management operations.
Skill in interviewing to obtain factual information and to explain housing policies, relocation assistance and local procedures to military service members.
Physical demands.
The work is usually sedentary and involves sitting comfortably to accomplish most tasks. However, there may be some walking, carrying of light items, standing and driving a vehicle involved while visiting local project facilities. No special physical demands are required.
Work environment.
Work is usually performed in an office setting, although there will be occasional exposure to conditions in buildings under construction or contractors operations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
