You will serve as a Ship Pilot in the N31 Port Operations, N3 Operations Division of COMNAVREGSW SDIEGO.

Duties

You will advise a crew on the requirements and guidelines for storing and disposing of hazardous materials. You will board inbound vessels to pilot a ship through an entrance channel to an anchorage, berth, or dock. You will coordinate and execute docking, undocking, movement, and berthing of Navy vessels during ship availabilities. You will prepare berths in advance so the proper brows and platforms are available for each ship type. You will forecast training, personnel, and equipment requirements necessary to meet long range needs.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to successfully complete a pre-appointment physical examination.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position is considered Key/Non-Combat Essential. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations.

Qualifications

This position has a Selective Placement Factor. Applicants NOT possessing this Selective Placement Factor will be found ineligible for this position. The Selective Placement Factor for this position is: current possession of a valid first class pilot's license, unlimited tonnage and First Class Pilot License endorsed for the waters of San Diego Harbor. (NOTE: You MUST submit a copy of both licenses/certifications with your application package). Although a specific length of time and experience is not required for most trade and labor occupations, you must show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on quality of experience, not necessarily the length of time. Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the job elements and screen out listed below. This job has a screen-out element which will be used to determine minimum eligibility for this job. Applicants who do not receive a minimum of two points on the screen-out element(s) will be found ineligible. The Screen-out Element for this position is: ABILITY TO DO THE WORK OF THE POSITION WITHOUT MORE THAN NORMAL SUPERVISION while performing: piloting and moving large and small vessels in harbors and at berths or docks; assisting harbor pilots with the berthing of ships and verifying berth set up for vessels; tug master experience in docking and undocking ships..
