Duties
The Executive Office for Immigration Review (EOIR) seeks highly-qualified individuals to join our team of expert professionals in becoming a part of our challenging and rewarding Agency. The primary mission of the Executive Office for Immigration Review (EOIR) is to adjudicate immigration cases by fairly, expeditiously, and uniformly interpreting and administering the Nation's immigration laws. Under delegated authority from the Attorney General, EOIR conducts immigration court proceedings, appellate reviews, and administrative hearings. EOIR consists of three adjudicatory components: The Office of the Chief Immigration Judge, which is responsible for managing the Immigration Courts where Immigration Judges adjudicate individual cases; the Board of Immigration Appeals, which primarily conducts appellate reviews of these Immigration Judge decisions; and the Office of the Chief Administrative Hearing Officer, which adjudicates immigration-related employment cases.
This position is located in the Office of the Director (OOD). The office of Director provides leadership and guidance for the agency and includes several supporting programs - the Office of Planning, Analysis, and Statistics (PASD); the Office of Equal Employment Opportunity (EEO), and the Office of the Ombudsman.
The Counsel, Judicial Conduct and Professionalism, directs the judicial complaint program in response to complaints/actions filed against EOIR Immigration Judges, Appellate Immigration Judges, and/or Administrative Law Judges and/or staff.
Typical work assignments will include:
Administers and monitors a nationwide program to ensure compliance with the United States Department of Justice Code of Judicial Conduct for Immigration Judges.
Provides advice and counsel on sensitive matters pertaining to conduct of immigration judges and appellate immigration judges.
Monitors judicial misconduct brought to their attention by news reports, routine reviews of agency and court decisions, and other sources.
Determines best practices for identifying and correcting unethical or unprofessional conduct and/or questionable behavior.
Recommends and develops policies, procedures, and regulations implementing new or amended legislation or policy initiatives for Judicial Conduct and Professionalism.
Works with investigators to oversee conduct complaints and liaison with various components within and outside EOIR.
Supervision of staff within the unit including conducting training.
Requirements
- You must be a U.S. Citizen or National.
- You must complete a background investigation, credit check, and drug test.
- You must file a financial disclosure statement in accordance with the Ethics in Government Act of 1978.
- Selective Service Registration is required, as applicable.
- Salary payments must be by direct deposit to a financial institution.
- Applicants seeking initial career appointment to the Senior Level position are subject to a one-year probationary period.

Qualifications
In order to qualify for the Counsel Judicial Conduct and Professionalism position, you must meet the following minimum qualifications:
Education: Applicants must possess an Bachelor of Laws LL.B.), Master of Law (LL.M.) or a Juris Doctor (J.D.) degree. (Provide the month and year in which you obtained your degree and the name of the College or University from which it was conferred/awarded.)

Licensure: Applicants must be an active member of the bar, duly licensed and authorized to practice law as an attorney under the laws of any state, territory of the U.S., or the District of Columbia. (Provide the month and year in which you obtained your first license and the State from which it was issued.)

Experience: Applicants must have a minimum of seven (7) years of post-bar admission experience as a licensed attorney preparing for, participating in, and/or appealing formal hearings or trials involving litigation and/or administrative law at the Federal, State or local level. Qualifying litigation experience involves cases in which a complaint was filed with a court, or a charging document (e.g., indictment or information) was issued by a court, a grand jury, or appropriate military authority. Qualifying administrative law experience involves cases in which a formal procedure was initiated by a governmental administrative body.

Mandatory Technical Qualifications: All applicants must submit narrative responses addressing each of the Mandatory Technical Qualifications (MTQ).
MTQ 1: Graduation from an American Bar Association (ABA) accredited law school and an active member in good standing of the bar of a state, territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.
MTQ 2: Demonstrated expert skill to coordinate, manage, and participate at the highest level in facilitating actions to achieve maximum productivity, quality case processing and effective service to the public that requires interpreting and applying laws and regulations governing ethics and legal professionalism and performance of attorneys as it relates to how they behave in court, with clients and with each other.
MTQ 3: Expert research and writing skills to ensure that written opinions have sound precedent value, written work products of attorneys/technical staff meet agency standards of quality, opinions can withstand scrutiny by opposing interests and proposed recommendations will accomplish the intended purpose of unbiased interpretation of the law.
MTQ 4: Managerial experience and expert communication skills to establish productive working relationships with both internal and external stakeholders, providing direction to a large and diverse organization to ensure that Judicial conduct and professionalism does not adversely affect the fair, effective, or expeditious administration of the business of the immigration courts, Board and /or Administrative Hearings.
