This position is located at US Mint,San Francisco Mint-MANUFACTURING DEPT/Plant Mgr CA/Quality Assurance Division. As a Program Analyst, you will be inspecting incoming coinage metals and material and conducting production process studies and analyses during minting and packaging operations, to ensure that a high-quality product is released to the public.

Duties

As a Program Analyst, you will: Work processes within the Mint manufacturing facility to lead process improvement teams and develop recommendations for improving cycle time, reducing scrap, or eliminating non-value-added activities and replacing them with new or modified work methods process flow. Prepare project papers and reports of assignments and a skill of preparing presentations to production and administrative managers. These presentations-are developed to present findings in a manner to gain acceptance and understanding in the impacted division(s). Examine both internal and external production standards and specifications for compliance by Mint suppliers and internal customers. Use of technical equipment to determine adequacy of production standards. Participate in Design of Experiments (DOE) to target root cause(s) of defects that have a high reject rate and determine appropriate corrective action(s). Incumbents will propose solutions to the problems that are characterized by the severity and importance, and for which previous studies and established management techniques are not adequate.

Qualifications

You must meet the following requirements by the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Specialized Experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized Experience: for this position includes: - Experience conducting program analyses; OR - Experience researching and supporting process improvement systems and procedures; OR - Experience analyzing, extracting, summarizing, and identifying significant trends and issues. OR You may substitute education for general or specialized experience as follows: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; OR You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

Education

Education Requirements: The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
