This position is to serve as Park Superintendent of Tonto National Monument. Open to the first 50 applicants or until 02/09/2024 whichever comes first. All applications submitted by 11:59 (EST) on the closing day will receive consideration.

Duties

Directly and indirectly supervising all members of park staff, as well as interns and VIPs. Directly supervises the following subordinate positions: Supervisory Facility Operations Specialist (GS- 11), Archeologist (GS-11), Biologist (GS-11), Park Ranger, Interpretation (GS-11) and Administrative Support Assistant (GS-7). Interpreting and applying established regulations, NPS policies, directives, standards and procedures to make decisions regarding the management and use of cultural and natural resources to ensure the value and integrity of resources are maintained or improved. Overseeing archaeological/historic sites protection, museum collections, historic structures rehabilitation/repair, cultural landscape management, spring and groundwater resources protection, vegetation management and restoration, endangered and threatened wildlife and habitat protection, inventory of native flora and fauna, air and water quality, and soundscape and viewshed protection. Overseeing the park's interpretive, education, outreach, and visitor services programs and products that are provided to a large visiting public. Manages and operates the Monument in a manner that provides for consistent, high quality visitor experiences. Managing internal controls and park level administrative policies and functions to properly administer property and park resources and meet fiscal responsibilities. Determines, justifies, and obtains funds necessary to operate the park units. Serving as spokesperson for the park units and the NPS with community groups, State officials, Congressional Representatives and staff, Tribal and other local elected officials, County Supervisors and regional and state tourism entities. Establishing and maintaining internal and external contacts to develop and ensure cooperation and coordination in implementing activities of mutual interest, to defend NPS policies and programs, and educate external parties about Monument programs and initiatives. AREA INFORMATION (DUTY STATION) Tonto National Monument was established to preserve, protect and interpret prehistoric two prehistoric cliff dwellings, other archaeological sites, and the natural resources of the Upper Sonoran ecosystem. The Monument is over 1120 acres within the Tonto Basin which supports a wide diversity of animals and plants. Both Tonto Creek and the Salt River provide year-round water in a desert environment that is comprised of many species of cacti, snakes, bees, scorpions, lizards and tarantulas. Elevation ranges from 2300' to 4000' and temperatures in this high desert location may range from 30 to 115 degrees Fahrenheit. Located near Roosevelt, Arizona, services near the Monument are very limited. Nearby Roosevelt Lake and Tonto National Forest offer many recreational opportunities.

Qualifications

All qualifications must be met by the closing date of this announcement-02/09/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience for this position includes but is not limited to: (1) providing leadership and direction for the strategic planning, management, and operation of public land management programs or public lands (such as parks, refuges or forests) functions and activities; or (2) managing park or public lands and making key operational decisions regarding budget, personnel, and program execution. In addition, this experience should also include strategic priority setting conducted for an organizational unit; making effective and timely decisions regarding significant or controversial issues; and experience evaluating complex policy and providing guidance regarding controversial issues. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
