The primary purpose of this position is to manage Base Operating Support (BOS) contracts for A4C. To provide policy, management and technical support relating to facility maintenance, and to provide quality facilities and work environment, within budget to support the Air Force Reserve Command (AFRC) mission and people.
Duties
DUTY 1:
Serves as the Command technical project manager for Service Contracts.
DUTY 2:
Serves as overall program manager for one or more specified Base Operating Support (BOS) service contracts.
DUTY 3:
In conjunction with the primary duties, on a less frequent basis performs work in the facility management, programming, and/or operations and maintenance (O&M) functions.
DUTY 4:
Accomplishes special and recurring projects and assignments including: Participates in staff assistance visits (SAVs) to field bases and units, thoroughly reviewing operations and maintenance activities to identify any deficiencies and recommending feasible corrective actions.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-9, or equivalent in other pay systems. Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION:
Graduate education or an internship meets the specialized experience required only in those instances where it is directly related to the work of the position.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive Knowledge of Air Force contracting policy and procedures.
2. Knowledge of the operations, mission, products, services, needs, organizational structure, and goals of the AF/AFRC Base Civil Engineering (BCE) function.
3. Ability to evaluate the adequacy of facility designs and facility components.
4. Ability to analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions.
5. Knowledge of facility maintenance.
6. Ability to communicate orally and in writing.
7. Ability to plan and organize work.
8. Knowledge of safety, health, and security regulations, requirements, practices and procedures.
9. Knowledge of standard accepted engineering practices to combine work measurement studies from a wide variety of sources into a comprehensive study.
10. Knowledge of mechanics and construction maintenance and repair facility work processes and methods.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
