This position is the Administrative officer for the Physical Medicine and Rehabilitation Service (PM&RS) of the VA Maryland Health Care System (VAMHCS) which includes Maryland, the District of Columbia and portions of Virginia, West Virginia, and Pennsylvania.
Duties
Major Duties:
Develops and interprets administrative policies, defines administrative requirements programs and requirements for new existing programs.
Coordinates with staff to develop written proposals; conducting cost analyses to evaluate programs ad projects and determine the budget staff and resource requirements .
Establishes evaluation programs, policies, procedures and requirements to ensure proper resource use.
Directs the personnel management program for the organization, performing or overseeing the full range of human resources activities and requirements.
Maintains and analyzes manpower and staffing metrics to develop succession plans, estimate resources, reorganize positions, and develop career paths for positions.
Oversees service line personnel files , position descriptions. award information, staff information, credentials, and performance plans.
Provides advice to management and program personnel on budgetary and finance issues.
Develops budgetary information from knowledge of the organizational budgetary priorities and restrictions.
Reviews orders to verify their need and ensures that each section receives appropriate share of the funds available.
Manages and supervises the procurement of supplies, property and services acquired with Federal or other funds.
Gives advice , counsel, and instruction to employees on both work and administrative matters.
Develops performance standards and evaluates the work performance of subordinate employees.
Assigns work to subordinates based upon priorities, and prepares schedule for completion of work.
Identifies developmental and training needs of employees and provides or arranges training.
Interviews candidates for positions in the unit and recommends appointment, promotion, or reassignment to positions.
Work Schedule: M-F 8:00 am- 4:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the clinical structure, standards, policies, practices, and requirements in the VA to understand the administrative environments, requirements, and interrelationships involved and perform a range of related duties that include budget management and financial analysis; position management, compensation, benefits, and staffing. Knowledge of, skill in applying laws, executive orders, regulations, policies, concepts, and practices related to recruitment and placement functions at the VAMC and VISN 5 sufficient to advise management with the widest range of flexibility for providing comprehensive staffing and placement services .

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
