The Technology Transfer Specialist serves with Technology Transfer Program, Massachusetts Veterans Epidemiology Research Information Center (MAVERIC), Research and Development located at the VA Boston Healthcare System, Veterans Health Administration (VHA), Department of Veterans Affairs, Boston, MA.
Duties

NOTE: This is a TERM appointment (not-to-exceed three (3) years). Term appointments are non-status, nonpermanent appointments of limited duration (more than one (1) year but not more than four (4)). Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition (up to the four (4) year maximum). The appointment to a Term position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment.
Duties include, but may not be limited to the following:
Identifies potentially patentable inventions that result from work performed at VA.
Develops and implement marketing plans to identify prospective industry development partners for VA owned inventions
Uses a variety of resources to analyze the business practices and financials of interested prospective business partners
Uses analysis results together with knowledge of industry needs and practices to develop negotiating strategies for the negotiation of business terms, including product development objectives and financial terms for the licensure of VA owned inventions.
Negotiates amendments to existing patent licensing agreements when justified by circumstance.
Makes the recommendation if patent applications should be filed on inventions based upon their commercial, scientific, and technical merits and their importance to Veterans, the public and the Government and ensure that the interests of the VA and their investigators are represented.
Conducts invention evaluations for commercial, scientific, and technical merit and makes recommendations to General Counsel for the Government to assert rights.
Develops and conducts educational programs designed to train VA employees, including VHA intramural investigators, administrative officers for research, Associate Chiefs of Staff (ACOS) for research, and medical center directors, about technology transfer issues such as invention disclosures, patents, licensing, confidential information, and collaborative agreements.
Advises investigators and administrators on matters involving both domestic and foreign patent rights, policies, and procedures. makes presentations and conducts seminars for these purposes throughout the country at varying medical centers.
Participates or completes special projects as assigned.
Performs other related duties as assigned.
Work Schedule: Monday - Friday, 8:00am - 4:30pm.

BASIC EDUCATION REQUIREMENT - Applicants must have a bachelor's degree (or higher) with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. (TRANSCRIPT REQUIRED)

In addition to meeting the Basic Education Requirement and the Selective Placement Factor Requirement, as specified above, you must also meet the following Specialized Experience requirement.
SPECIALIZED EXPERIENCE GS-14: Must possess one (1) year of specialized experience equipped with the particular knowledge, skills, and abilities to perform successfully the duties of the position. To be creditable, this specialized experience must have been equivalent to the GS-13 level in Federal Service. Specialized Experience includes extracting knowledge & insights from large, complex data sets (aka BIG DATA); development of phenotyping methods & algorithms; advising others in originating and drafting business and patent terms for cooperative research & development agreements; managing a portfolio of various agreements and monitoring licensee activities to ensure compliance, adequate progress, and proper payments.

The position's work, while primarily sedentary, requires some walking, standing, bending, and carrying of items such as papers, books, and files, but normally places few physical demands on the Technology Transfer Specialist.
