Duties
You will determine contractor nonperformance or noncompliance and recommend issuance of corrective notices when contractor performance is not in compliance with contract provisions and/or specifications.
You will review contract terms and technical specifications to identify any special requirements.
You will secure funding for contractual requirements and evaluates financial status reports and initiate appropriate correspondence to the Contracting Officer and higher echelon commands concerning administration of instructor services contract.
You will conduct post-award conferences with new contractors to provide clarification of contractual requirements and special provisions.
You will coordinate with the Contracting Officer on contract requests for waivers or deviations from contract terms.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
In addition to the basic education requirements, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting senior contract administrators in conducting post award conferences with contractors to provide clarification of contractual requirements; 2) Assisting senior contracting specialists in administering less complex segments of a variety of Firm Fixed Priced (FFP) and Cost/Plus contracts utilized to procure services or equipment; 3) Assisting senior contract administrators in monitoring contractor performance through telephone conversations, correspondence, and visits for compliance with applicable laws, delivery schedules, payment provisions, inspections, and other requirements as stated in the contract; 4) Demonstrating knowledge of basic procurement procedures, and the laws, regulations, and precedents governing procurements to perform developmental assignments; and 5) Demonstrating knowledge of procurement monitoring and management control techniques necessary to monitor the contractor's performance.

Education
BASIC REQUIREMENTS:
A 4-year course of study leading to a bachelor's degree with a major in any field;
OR
At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
EDUCATION SUBSTITUTION:
At the GS-07 level, in lieu of specialized experience, the following education may be substituted:
1 full academic year of graduate education or law school;
OR
Superior academic achievement.
