This position is located at the Sacramento Valley National Cemetery in Dixon, California.

Duties

Performs budget work for Sacramento Valley National Cemetery and Benicia Arsenal Post Satellite Cemetery in support of one or more of the phases or systems involved in budget administration including formulation, presentation, justification, and execution of a budget. Maintains liaison with NCA Finance, Pacific District Office, Austin FSC, VBA CWT Coordinator, and Contracting. Incumbent is delegated the authority from the Cemetery Director or Assistant Director to arrange for needed contracts using electronic iFAMS Requests, and Government Purchase Card requests (GPC). Typical contracts and GPCs include but are not limited to: grave liners, utilities, full grounds maintenance, services, supplies, equipment, monthly & quarterly recurring, office supplies, services, and equipment within the micro-purchase card limits. Performs budget formulation duties involved in the process of preparing detailed analysis and estimates of annual funding needs for one or more future budget years. Provides management officials with procedural and regulatory guidance concerning availability of or limitations on the use of funds. Incumbent is responsible for monitoring purchase orders and contracts and determines correct sources for payment, including agency credit card purchases, and/or sends to Fiscal Services for certification through IPPS. Reviews historical financial operating data and trends to prepare and validate estimates. Incumbent maintains a complete set of budgetary files with all recurring reports kept up to date and accessible for easy retrieval. Evaluates data submitted for consistency with previous estimates, current levels of program operations and anticipates changes in staffing and funding levels. Performs public outreach as needed. Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm. May include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day and Veteran's Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Occasionally staff may be called back to the facility to perform emergency overtime work. Qualifications

To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 02/07/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade. You may qualify based on your experience and/or education, as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience include: applying a wide range of budgetary program management functions; working with budgets and fiscal-related data and or reports; prepared operational metrics reports including gathering and analyzing data; and ability to communicate effectively both orally and in writing. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate level education leading to such a degree or LL.M., if related which demonstrates the knowledge, skills, and abilities necessary to do the work of this position. This education must have been obtained in an accredited college or university. (TRANSCRIPTS REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the 36 semester hours of graduate education earned. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Standing, walking, bending, stooping, and the lifting of records, registers, and other small items are required. Occasionally, the position requires assisting with the moving of cremains and caskets placed on the wheeled biers into and out of committal shelters.
