About the Position: Serves as a Section Chief in the contracting Directorate, performing as both technical expert and supervisor responsible for the full range of pre-award, post-award functions, section and/or oversight responsibilities. U.S. Army Corps of Engineers, Huntsville Center is located in Huntsville Alabama a high-tech city nestled between the edge of the Appalachian Mountains in North Alabama and the Tennessee River.

Duties
Serve as senior contract specialist for specialized procurement of significant importance.
Responsible for the processing and oversight of contractual action and phases of the project/program.
Conduct contract negotiations and serve as the principal contracting advisor to the project manager.
Resolve issues and/or problems associated with contract administration and perform pre-award activities.
Perform contract administration and supervise contract specialist.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Temporary travel (TDY) up to 20% of the time may be required.
- Completion of mandatory Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
- A Financial Disclosure OGE-450 will be required at the time of appointment and annually thereafter.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.

Basic Requirement for Supervisory Contract Specialist: I have a bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. (Note: You must attach a copy of your transcripts.)
OR
I do not meet the education requirements above. However, I am either (A) a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000;
OR
(B) I am a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.Specialized Experience:
One year of specialized experience equivalent to at least the GS-12 grade level in the Federal service which includes conducting contract negotiations; resolving issues and/or problems associated with contract administration; serving as the principal contracting advisor to the project manager; performing pre-award activities and making contract modifications.
