This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Police Officers to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located with Fort Riley Directorate of Emergency Services at Fort Riley, Kansas.
Duties
Serve as a Watch Commander with overall command and control responsibilities during assigned shift.
Responsible for the operational status of all police officers who are involved in law enforcement, traffic control, investigations, and patrol activities.
Ensure assigned personnel properly execute law enforcement duties.
Maintain communications with law enforcement officers on patrol assignments.
Coordinate emergency responses between law enforcement, security, fire, and other emergency units.
Coordinate desk operations with prior and succeeding shifts to ensure incomplete actions are fully understood.
Plan work and prepare schedules for completion of work.
Distribute and balance the workload among employees.
Provide on-the-job training to new employees.
Use the National Crime Information Center (NCIC) and other local networks to provide information and to coordinate law enforcement efforts.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Successfully pass a pre-employment and recurring medical evaluation and Pass a Physical Agility Test (PAT) within 30 days of hire date and annually thereafter.
- Must obtain and maintain current required certifications in CPR techniques and First Aid.
- Must be proficient in the use of and qualify annually with assigned duty weapons.
- The 1996 Lautenberg Amendment to the Gun Control Act of 1968 covers this position. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position.
- This is a testing designated position. Personnel are required to sign DA Form 5019-R (Condition of Employment for Certain Civilian Positions Identified as Critical Under the Drug Abuse Testing Program).
- This position is covered by the Individual Reliability Program (IRP), and has been designated by Department of Army as critical to the national or internal security. Personnel must meet the standards for the IRP.
- Employee must obtain and maintain a Secret security clearance.
- Employee is required to obtain and maintain a valid state driver's license and a government motor vehicle operator's license.
- Hours of work is subject to irregular and/or rotating shifts, evenings, nights, weekends, and holidays; and may be required to work overtime on an emergency basis.
- This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled.
- Successfully graduate from the United States Army Civilian Police Academy, unless incumbent has a current approved waiver/exemption or grandfathered from the Office of the Provost Marshal General.
- Incumbent is subject to possible civil action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals.
- Official Temporary Duty (TDY) up to 10% of the time may be required.
- This position requires selectee to wear prescribed uniform.

Specialized Experience: One year of specialized experience which includes (1) Distributing and balancing workload among employees; (2) Providing on-the-job training; (3) Ensuring proper response to various calls for law enforcement services; AND (4) Coordinating emergency responses between law enforcement, security, fire, and/or other emergency units. This experience must have provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.
