About the Position: Serves as Project Engineer on assigned engineering, activities associated with the construction and operations and maintenance project administered by the Area Office. This position is located at: United States Army Engineer District, Buffalo Technical Services Division, Construction Branch NY/PA Area Office, Geneva, NY.

Duties

Reviews and analyzes contractor plan and submittal for approval action, including progress schedules, environmental, safety and quality control program, certification of shop drawings. Makes periodic checks of contractors work for overall compliance with Plans and Specifications and other contract and construction requirements. Prepares timely, accurate, and effective communications for customers, stakeholders, strategic partners, the workforce, and the public. Investigates sites to determine problem areas and recommend solutions. Monitors scheduled progress of all construction activities and phases of construction and advise the Area Engineer of potential delay. Ensures government property is properly maintained, store, transferred and disposed of as time warrants.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Provides support to the District Operations function on an as needed basis.
• At the GS-12 level, selectees must have Professional Engineering (PE) License.
• This position requires to observing all safety rules and regulations and directives applicable to the work assignment.

Specialized experience is defined as: 1) Applying basic engineering theories, principles, and concepts to perform site evaluations and investigations to ensure construction was conducted in accordance with established contract specifications; 2) Assisting in the review of designs for compliance with established regulations and guidance; and 3) Reviewing plans, design, and specifications prepared by others for the improvement/alternation of existing or eventual construction of new facilities. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
