THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a ACCOUNTING OFFICER, Position Description Number T5135P01 and is part of the PA United States Property and Fiscal Office, National Guard. 1 or more Position(s) may be hired against this Announcement. Must be DOD Level 2 FM Certified within 2 years of appointment

Duties

As an ACCOUNTING OFFICER, GS-0510-12, you will provide financial accounting advice, analysis, and assistance to the Financial Manager, USPFO, and all organizational elements of the respective state NG regarding the development of accounting policies, systems, and operating procedures. Provide both professional accounting assistance and systems design support in the development of automated accounting systems and operating procedures for the Financial Manager. Serve as a professional accountant administering accounting systems. As the Accounting Officer, supervises the work of the Fiscal Accounting Branch within the Comptroller Division. Perform other duties as assigned.

Qualifications

APPOINTMENT STATUS: EXCEPTED This is a Title 5 Excepted Service position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Non-Bargaining Position AOC A: NG Employees working at the location specified. Supervisor for this position is Mr. Joseph Dukovic. *NOTE: Accessioning into this position is contingent upon verification of Tier 3 Security Clearance. GENERAL EXPERIENCE: Experience in collecting and analyzing data effectively, efficiently, and accurately; presenting formal training presentations and briefings; and applying procedures and directives by reading and interpreting program material. SPECIALIZED EXPERIENCE: Application must indicate 36 months of broadening finance, accounting and audit program experiences in leading, planning and scheduling program work in a manner that promotes smooth flow and even distribution of assigning work requirements. Experience included training and guiding employees on various finance programs and assigning tasks. Experience involved accounting program assignments, balancing finance program work requirements, compliance with specific finance program policies, and providing advice, mentoring, and directions on a wide variety career development options. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. Education

You must meet the following Education requirement to qualify for this position: Accounting; or a degree in a related field such as business administration, finance, or public administration that included - or - was supplemented by 24 semester hours in accounting. The 24 hours may include up to six hours of credit in business law.

OR

At least four years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The candidate's background must also include ONE of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to six hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing. For example, completed 15 semester hours however, the school course work does not fully satisfy the 24-semester-hour degree requirement as defined above in paragraph one (subject: Degree), provided that:
(a) The candidate successfully worked at the full-performance level in accounting, auditing, or a related field for example, valuation engineering or financial institution examining;
(b) A panel of at least two higher level professional accountants or auditors determined that the candidate demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and advancement levels that are normally associated with successful completion of the four-year course of study degree, as described above in Paragraph One; and,
(c) Except for literal nonconformance to the requirement of 24 semester hours in accounting, the candidate's education, training, and experience fully meet the specified requirements.
