The position is located in the Animal and Plant Health Inspection Service, MRP Business Services, Human Resources Division, HR Operations Branch, Classification Section. HR Operations provides operational personnel support to employees in the MRP community and client agencies. The incumbent acts as a Human Resources Assistant (Classification), performing a variety of classification functions for all client agencies.

Duties

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: Reviews, monitors, and tracks MRP request for Classification related Personnel Actions (SF-52's) for assigned programs and agencies for accuracy of position data. Exercises approval authority for personnel actions involving designated standard and discrete jobs not requiring grade changes for assigned program area(s). Coordinates with the National Finance Center (NFC) on all re-organizations, re-structuring, and re-titling projects. Serves as the principal point of contact for maintenance and review of the electronic position organizational listing. Responds to routine inquiries from employees and managers regarding procedural matters such as financial disclosure, position sensitivity, drug testing, FLSA and bargaining unit inclusion/exclusion. Develops internal operating procedures and instructions relative to auxiliary classification determinations. Provides advice and guidance to program officials on SF-52s, realignments, and organization structure codes and follows up as necessary.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-06 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-05 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Performing a variety of administrative support duties in a professional HR office environment. Using a variety of automated HR systems and programs. Using judgment in locating and selecting appropriate guidelines, manuals, references, and procedures for application to specific cases. Communicating effectively both orally and in writing in order to develop and present materials and recommendations to managers, administrative professionals, employees, and applicants. Negotiates options with customers in order to provide solutions. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
