The primary purpose of this position is to serve as Chief Communications Support and Spectrum Management for the Tanker Airlift Control Center Mission Support Division as a first level supervisor that plans, organizes, and exercises control over nonsupervisory employees assigned to the 618th Air Operations Center, Global Readiness Directorate, Mission Support Division.
Duties
Plans, organizes, and directs the activities of 618th AOC command communications functional tasking authority, ensuring that deployable telecommunication programs and special projects complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities.
Represents 618th AOC Communications and Information community with a variety of installation and functional area organizations.
Serves as technical expert for the command for current and planned (near and long term) deployable telecommunications programs and projects to support exercise, contingency, and other AMC supported airlift operations.

- Recall to duty may be a requirement of this position.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
- Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- Must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI).
Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for the GS-0391, Telecommunications Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12 or equivalent in other pay systems. Specialized experience includes: Evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology; Planning, organizing, and directing the functions and staff of a small to medium sized organization; and Utilizing a wide range of airborne and ground satellite communications systems, telecommunications and information technology practices/procedures/operation requirements, and telecommunications operational and performance characteristics to develop procedures/policies/practices for deployed use.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of airborne and ground satellite communications systems (military and commercial), telecommunications and information technology theories, concepts, principles, and practices, procedures, policies, standards, operations requirements; and of telecommunications operational and performance characteristics to develop procedures/policies/practices for deployed use.
Knowledge of safety and security regulations, practices, and procedures.
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
Ability to communicate effectively, both orally and in writing to identify, direct, or coordinate actions required in providing needed service.
Knowledge of performance characteristics of airborne and ground satellite communications systems, telecommunications and information technology equipment, systems, services, and transmission media to evaluate new devices, proposals, and approaches.
Knowledge of current and new automation and voice/data communications technological advances and the ability to integrate, analyze, evaluate, and resolve technical management concerns dealing with contingency planning and deployment of government resources, including: compatibility with other users and systems, transmitter and receiver specifications, antenna characteristics, modes of radio wave propagation, radio link deficiencies, suitability of deployment equipment, and ability to implement methods and techniques used to plan, coordinate, procure and assign frequency resources for Command, Control and Communications and Computers (C4) systems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
