Duties
As a senior legal expert, advisor and investigator, provides primary legal advice and guidance support for FCC investigations. As an Attorney Advisor, the incumbent is responsible for conducting, directing, planning, organizing, and managing complex investigations of fraud, waste, or abuse in the Commission’s programs, particularly on the Universal Service Fund’s Erate, High Cost, Low Income, Rural Health Care and Contributor programs and on the TRS program, as well as programs implanted in response to the Covid-19 pandemic. Impartially determines the facts surrounding allegations of wrong doing by, among other processes, issuing subpoenas, reviewing documents and conducting interviews of witnesses and targets. Prepares reports of interviews and investigations, including where appropriate, referrals to the Department of Justice (DOJ), the Federal Bureau of Investigation (FBI) and other law enforcement entities. The incumbent is expected to travel as needs require for example, to conduct witness interviews, to collect evidence, to conduct on-site inspections of equipment and services purchased with Universal Service Funds, to meet with prosecutors and law enforcement agents or to testify in court proceedings.

Qualifications
Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Current Federal employees must meet time-in-grade requirements by the closing date of this announcement. Professional law experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.
In order to be deemed as "BEST QUALIFIED" candidates must meet both the educational requirements AND the Specialized Experience.
A. Education
You must meet the minimum basic educational requirements for Attorney positions. Education requirements include: a professional law degree JD, LL.B., and/or LL.M.

B. Specialized Experience
GS-14 Specialized Experience: Applicants must have at least three years of professional law experience and a minimum of one year of specialized experience equivalent to at least the GS-13 in the Federal service.
Specialized experience includes:
Experience supervising and conducting complex, and lengthy government or corporate investigations; experience interpreting and applying expert knowledge of the Federal False Claims Act, 31 United States Code § 3729; experience providing expert legal interpretations of the laws and regulations concerning alleged violations of Title 18, United States Code; experience negotiating responses to government-issued subpoenas or civil discovery requests; experience preparing for and conducting witness interviews or depositions; experience drafting interview memorandum, detailed reports of investigation, and report summaries with analyses and recommendations; and experience making oral presentations to senior management or government officials.
GS-15 Specialized Experience: Applicants must have at least four years of professional law experience and a minimum of one year of specialized experience equivalent to at least the GS-14 in the Federal service.
Specialized experience includes:
Experience supervising and conducting complex, and lengthy government or corporate investigations; experience interpreting and applying expert knowledge of the Federal False Claims Act, 31 United States Code § 3729 and alleged violations of Title 18, United States Code; experience interpreting and applying expert knowledge of the programs supported by the Universal Service Fund and/or the emergency benefit programs; experience negotiating responses to government-issued subpoenas or civil discovery requests; experience preparing for and conducting witness interviews or depositions; experience drafting interview memorandum, detailed reports of investigation, and report summaries with analyses and recommendations; and experience making oral presentations to senior management or government officials.
PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
