About the Position: Fort Sill, Oklahoma is a United States Army post north of Lawton, Oklahoma, about 85 miles southwest of Oklahoma City. It covers almost 94,000 acres. The fort was first built during the Indian Wars. It is designated as a National Historic Landmark and serves as home of the United States Army Field Artillery School, Field Artillery MOS school, United States Army Air Defense Artillery School, the 31st Air Defense Artillery Brigade, and the 75th Field Artillery Brigade.
Duties
Serves as the Safety and Occupational Health Manager.
Provides interpretation of technical and general/vague criteria to assist in the formulation of appropriate control measures.
Develops on the-spot methods and techniques to control or eliminate associated high-risk hazards.
Assess the effectiveness of the Safety Program to identify strengths and weaknesses and develops methods and techniques to improve operational and systemic deficiencies.
Provides technical guidance and advice for environmental, radiation, live fire training, base operations, transportation, ammunition/explosives, industrial operations, and training of collateral duty officers.
Provides technical guidance during the operations planning process to ensure the integration of safety risk management.
Establishes a schedule for and conducts compliance inspections and surveys.
Develops lesson plans, support materials.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires a Secret Security Clearance.
- This position is considered emergency essential. Emergency Essential (E-E) position subject to deployment.
- Incumbent may be required to deploy with assigned unit for periods up 365 days.
- Incumbent will be required to pass a military standard physical examination.
- Incumbent must obtain and maintain a valid stateside driver's license.
- Incumbent must possess or be able to obtain a U.S. Government Vehicle drivers license within 30 days of employment.
- Incumbent may be required to work nights, weekends, holidays and/or irregular duty hours commensurate with mission requirements.
- This position is subject to deployment.
- This position requires employees to work under adverse environmental conditions.
- This position has a temporary duty or business travel requirement of 25% or less of the time.
- This position is a designated Key position and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
- Incumbent maybe required to work overtime on an emergency basis.
- The military ACU is the duty uniform (when deployed or in field environment). Incumbent will be issued standard TA50 for use per local requirements.
- Incumbent is exposed on a regular and recurring basis to machines and equipment in operation, hazardous materials including compressed gases and flammable liquids, and construction hazards.
- This position has been designated a Testing Designated Position and is therefore covered by the Civilian Drug Testing Program which requires random drug urinalysis testing.

Specialized experience: I have one year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes:
1.) Evaluating safety and occupational health programs; AND
2.) Managing safety or occupational health program elements and determining effectiveness of the program; AND
3.) Recommending measures to correct program deficiencies; AND
4.) Conducting safety inspections and investigating accidents; AND
5.) Resolving technical matters dealing with occupational safety and health requirements.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
