About the Position: Serves as technical Subject Matter Expert (SME) in geotechnical engineering, geotechnical project oversite, lab analysis and instrumentation providing support to local district and as a regional asset providing consulting, review, mentoring, and assistance to local, regional, and national work.

Duties

Provides expertise and mentoring on assigned projects, Project Delivery Team (PDT’s) and Review Teams. Serves on Agency Technical Review (ATR) Teams (ATR’s), quality assurance (QA) and other review teams for home district and on a regional or national basis. Consults on matters of specialization with engineers, geologists on a district, regional or national basis. Serves on District PDT and on regional and interregional technical teams. As senior geotechnical engineer of the team, takes full responsibility for planning and performing geotechnical investigations, field/site investigations, instrumentation, and lab work. Provides technical advice, mentoring, and assistance to the team members in the analysis, design, and preparation of technical documents. Conducts studies and prepares reports on subsurface and groundwater conditions and effects thereof from water retaining structures such as deep reservoirs, CDF’s (confined disposal facilities (CDFs), etc. Uses State-of-the Practice and appropriate geotechnical engineering computer software and has a working knowledge of the application od GIS And CADD during preparation of models and design drawings. With respect to Architect-Engineer (A-E) contract work, writes Scopes of work (SOW’s), prepares geotechnical portion of the government estimates, performs technical evaluation and assists in all A-/E contracts for geotechnical engineering work. Represents District at conferences, workshops, CoP meetings concerning geotechnical and instrumentation or geological aspects of project plans and construction.

  • This position requires a Professional Engineering (PE) license at the GS-13 level.
  • One-year trial/probationary period may be required.

Specialized experience is defined as: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: 1) Developing layout and detailed civil and structural engineering design work for a wide variety of projects during preconstruction and construction phases; 2) Performing computer-aided design and drafting (CADD) work and developing contract drawings; 3) Developing specifications (using SpecsIntact software) for contract actions; 4) Providing supervision, leadership, or direction to teams or an organization, 5) providing expert- level advice and assistance on the overall geotechnical engineering discipline, and or on use, analyses and a high-level understanding of geotechnical instrumentation, geotechnical lab analysis, and geotechnical engineering aspects of projects and plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
