This position is located at the Veterans Affairs Pacific Island Health Care System (VAPIHCS) in Kailua Kona, Hawaii Island, Hawaii. The position is responsible for the management of facilities operations, maintenance, repair, modifications, minor renovations, utility systems and equipment, environmental services, grounds and other components.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties may include, but are not limited to the following: Administers all contracts to operate and maintain the facility. Serves as Contracting Officers' Representative on all maintenance and service contracts that support the facility. Monitor quality aspects to ensure contractors comply with contractual requirements. Establishes and implements operating procedures and policies in accordance with established objectives, schedules and program funds. Plans and implements energy upgrades to reduce power consumption while meeting necessary power requirements. Determines the priority for the maintenance, repair and improvement of all buildings. Responsible for the evaluation of the effectiveness and efficiency and attainment of program goals and objectives and compliance with pertinent legal and regulatory guidelines. Maintains compliance with VA criteria and all applicable codes and requirements as pertains to preventive maintenance on all building systems and building service equipment. Writes or reviews specifications for the maintenance or repair of facilities to include the description of materials and work methods to be followed. Performs other related duties as assigned. TO QUALIFY FOR THIS POSITION AT THE GS-11 LEVEL YOU MUST MEET THE FOLLOWING CRITERIA: SPECIALIZED EXPERIENCE: Have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Facility Operations Specialist. Qualifying specialized experience includes managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military or other special-purpose installations, including planning maintenance activities and developing preventive maintenance programs; conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements and supervising operations for conformance with project plans; performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations and maintaining appropriate contacts with the organization funding the project. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. -OR- EDUCATION: Have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, with a major study in engineering, industrial arts, property management or business administration. Such education must demonstrate the knowledge, skills and abilities necessary to do the work of the Facilities Operations Specialist position. This education must have been obtained in an accredited in an accredited college or university. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. -OR- COMBINATION: Have equivalent combinations of successfully completed graduate level education (beyond the second year) and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrates the knowledge, skills and abilities necessary to do to the work of the Facilities Operations Specialist position such as engineering, industrial arts, property management or business administration. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements/Work Environment: The work is mainly sedentary, but may require some walking in offices, production areas, utility plants, food service facilities, laboratories, and work areas. Some employees may carry light items such as briefcases, notebooks, work papers, and test equipment or drive a motor vehicle. The work does not require any special physical effort or ability. The work area is usually an office setting that is adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions. Some employees may occasionally be exposed to uncomfortable conditions in facilities such as production facilitates and utility plants.
