A successful candidate in this position will serve as an Emergency Management Specialist to provide technical subject matter expertise (SME) for the Los Alamos Field Office with primary responsibility for overall program management to include planning, management, and oversight of emergency management programmatic aspects of mission and oversight of contractor operations. The successful candidate evaluates performance of the M&O contractor on the full range of programmatic aspects.

Duties

As an Emergency Management Specialist, you will: Ensure emergency management policy and requirements are implemented and maintained in accordance with policy and requirements. Oversee and participate in an integrated and Comprehensive Emergency Management System to ensure that: (a) The Department can respond effectively and efficiently to all Operational Emergencies and Energy Emergencies and can provide Emergency Assistance so that appropriate response measures are taken to protect the worker, the public, the environment, and national security; (b) Emergencies are recognized, categorized and, as necessary, classified promptly, and parameters associated with the emergency are monitored to detect changed and degraded conditions; (c) Emergencies are reported, and notifications are made in a timely manner; and (d) Reentry activities are properly and safely accomplished in accordance with approved guidance, and recovery and post-emergency activities commence in a timely and efficient manner. (e) Effective communication systems and protocols are coordinated and maintained regarding emergencies involving and/or affecting sites, facilities, and activities or materials under DOE jurisdiction or requiring DOE assistance. (f) Appropriate performance measures of the effectiveness of contractor site, facility, and activity emergency management programs are incorporated into contractual arrangements. (g) Formal comments for resolution by the contractor are provided and tracked through resolution to support facility mission priorities.

SPECIALIZED EXPERIENCE REQUIREMENTS FOR EN-0089-03: To meet the qualifications requirements for EN-03 level (GS-12 - GS-13), a qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service. Specialized experience for EN-03 defined as: Planning, designing, and oversight of emergency management programmatic aspects of mission focused on contractor operations. EN-03 Examples of Qualified Experience: Recognition, analysis, control of and response to radioactive and chemical hazards requiring the application of professional technical knowledge, skill, and abilities. Identification, analysis, and planning of workable alternatives for managing complex issues associated with emergency programs and response. Development of goals, objectives and milestones to effectively convey performance expectations related to emergency management programs. Development, preparations and implementation of mutual assistance agreements with stakeholders. Conducting independent program reviews, assessments, surveillance and audits of contractor programs to evaluate management and implementation of requirements. SPECIALIZED EXPERIENCE REQUIREMENTS FOR EN-0089-04 To meet the qualifications requirements for EN-4 level (GS-14 - GS-15),A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level in the Federal Service, i.e..EN-03, NN-03 or GS-13. Specialized experience for EN-04 is defined as: Planning, management, and oversight of emergency management aspects of mission focuses contractor operations of our M&O contractor. The employee exercises discretion and independent judgement in planning, managing, and evaluating performance of the M&O contractor on the full range of emergency management aspects and as the SME and management advisor on all matters pertaining to emergency management. EN-04 Examples of Qualified Experience: Oversight and successful execution of emergency management programs to include emergency preparedness, exercises, and drills. Oversight and successful execution of wildland fire management. Oversight and successful execution of DOE Order 151.1D compliance, to include oversight and management of nuclear facilities that have potential for radiological releases; and high hazard facilities and hazardous chemical inventory that have an active Emergency Planning Hazard Assessment; and/or. Experience performing technical, organizational, operational, or administrative matters as they relate to emergency management.
