The Captain James A. Lovell Federal Health Care Center (FHCC) is seeking an Assistant Nurse Manager (ANM) for Medical/Surgical/Telemetry Unit (MSTU) within Nursing Services. This position is assigned to the Office of Chief Nurse Executive at the FHCC in North Chicago, Illinois.

The ANM, Medical/Surgical/Telemetry Unit (MSTU) is a professional registered nurse, qualified by education and experience to manage daily unit operations and provide direct staff support and supervision of care (24 hours per day/7 days per week) in planning, designing, integrating, implementing, modifying, and evaluating the effectiveness of services to improve the quality of patient care and the appropriateness and timeliness of services provided. He/she possesses intimate knowledge of VHA/BUMED/DHA guidelines, clinical documentation requirements, current standards of care, and compliance guidelines. The ANM, MSTU executes position responsibilities that demonstrate experience and creative approaches in the management of acute medical / surgical / telemetry patient care. The ANM, Medical/Surgical/Telemetry is the designated second-line supervisory of RNs, LPNs, Nursing Assistants (NA), and other personnel as assigned and designated within the Medical/Surgical/Telemetry Unit. The ANM, MSTU provides consistency in practice and processes. He/she is responsible for designated administrative functions to sustain optimal patient care outcomes. He/she will manage the timely completion of designated performance appraisals and administrative requirements. The ANM, Medical/Surgical/Telemetry may work various tours of duty and some weekends, shift flexibility is required. Although not the primary duty, the provision of direct patient care is an expectation as required. Major Duties and Responsibilities: The ANM is the designated second-line supervisory authority on the unit. In conjunction with the Nurse Manager, he/she is responsible and accountable for the 24/7 operations of the unit, ensuring subordinate personnel provide timely nursing care, complying with generally accepted standards of clinical practice. He/she acts in the absence of the Nurse Manager for all operational purposes including granting of leave and disciplinary actions. He/she will have first-line rating responsibility for assigned nursing staff, providing input related to employee performance which may include the initial drafting of performance evaluations/proficiencies. Directs assignment of nursing care, utilizing the skills and abilities of staff members, patient acuity, and available resources; utilizes the resources to facilitate safe, effective, and efficient care. Assists the Nurse Manager/ Nursing Supervisor, as directed, to arrange shift-to-shift staffing coverage. Collaborates with physicians, care coordinators, and bed coordinators to assure the appropriate flow of patients transferring in and discharging from the unit. Keeps abreast of patient condition changes within the unit; works in conjunction with the members of the health care team to coordinate and provide nursing care for patients. Participates in the daily discharge huddle in order to effectively collaborate with all levels of the health care team. This includes, but is not limited to clinics, inpatient departments, physicians, nurses, other health care providers (such as Pharmacists, Social Workers) and other outpatient departments, ancillary services, community resources, etc. Promotes effective communication among health care team members, including the resident, family, and significant others. Participates in interdisciplinary team meetings as scheduled. Integrates recommendations of the multidisciplinary team members into a single plan of care. Conducts training for professional and paraprofessional personnel within the department and the FHCC, as requested or through individual assessment of need in "just in time" training. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: Have at least a Bachelor of Science in Nursing (BSN); Have at least three (3) years of increasingly complex RN nursing practice experience; and at least three (3) years of Medical Surgical, Telemetry nursing experience; Have or maintain current in Basic Life Support (BLS) and Advanced Cardiac Life Support (ACLS); Have Certified Medical Surgical Registered Nurse (CMSRN) Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: To perform in a fully successful manner, the individual must have the physical ability to perform job-related duties which require the following: light lifting (under 15 pounds); light carrying (under 15 pounds); intermittent bending, transferring, stooping, stretching (1 to 2 hours); reaching above shoulder; use of fingers; both hands required; both legs required; walking (up to 1 hour); standing (up to 1 hour); prolonged sitting (up to 4 hours); near vision correctable at 13" to 16" to Jaeger 1 to 4; far vision correctable in one eye to 20/20 and to 20/40 in the other; and hearing (aid permitted). Individual must be able to perform the following administrative duties, word processing, computer keyboard typing, entering and retrieving database information, computer screen viewing, answering/placing telephone calls, filing, and note taking. The employee may be exposed to the following environmental factor- working closely with others. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. A health examination must be successfully completed prior to this assignment and periodically thereafter as required by the Occupational Health Clinic policy. There will be intermittent exposure to blood and body fluids.
