You will serve as a Technical Writer Editor in the Waterfront Support Branch (Code 244.1), Waterfront Support Division, Engineering and Planning Department, Portsmouth Naval Shipyard, Kittery, ME.
This position has promotion potential to the GS-11 grade level. Incumbent may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Promotion is neither implied nor guaranteed.
Duties
You will assist the Uniform Industrial Process Instruction (UIPI) Program Manager and Technical Directives Quality Assurance Administrator to ensure all technical, administrative and management objectives and requirements are being met.
You will assist with directing, coordinating, and monitoring the efforts of all departments, divisions, and offices of the Shipyard in technical directives matters.
You will edit, review, and issue local technical directives (UIPIs, UIPI Local Releases (URELs), Process Instructions (PIs), and Technical Specifications (Tech Specs)) using general knowledge of submarine systems and work procedures.
You will incorporate change recommendations into the applicable technical directives, maintaining a review/comment resolution report for each directive worked.
You will maintain the Shipyard TD Status database for all Shipyard technical directives, prepare, edit, and forward reports to all on-yard codes.
You will perform peer review and training/mentoring for junior technical writers/editors.

Qualifications
SPECIALIZED EXPERIENCE: In order to qualify for this position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-07 grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position such as:
Experience with technical writing, editing, and reviewing technical directives requiring a general knowledge of submarine systems and work procedures.
Experience updating the technical directives database.
Experience using all Microsoft Office programs including Access, Excel, Power Point, Word, etc., and their applications.
Experience applying all aspects of English grammar.

Education
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position.
GS-09: master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related.
Substitution of Graduate Education: Must have included a total of 15 semester hours in an appropriate scientific, technical, or social science field(s), and at least one course above the introductory level in the field(s) covered by the position. For technical manuals and specifications writers or editors, the equivalent of 15 semester hours may have been gained through vocational or educational training above the high school level at a public, private, or Armed Forces school.
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be used to meet the total qualification requirements.
