This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit qualified candidates to positions in the competitive service.
About the Position: Serve as a Locomotive Engineer (MVO) located with the U.S. Army Sustainment Command, Army Field Support Brigade, Fort Riley, Kansas.
Duties
Drive one or more types of trucks/vehicles such as box trucks, stake trucks and or other vehicles having a gross vehicle weight (GVW) of more than 26,000 pounds to transport supplies, materials, and equipment.
Operate one or a combination of diesel electric locomotives throughout the installation, transporting all types of secondary and major items.
Observe safety rules, post operating regulations, signs, rights-of-way, and crossings continually in switching and moving cars to ensure safe movement at all times.
Display knowledge of the use of radios and hand signals, lantern, and flare signs and signals.
Serve as a conductor in the absence of the primary conductor.
Serve as a crew member in charge with responsibility for the safe operation of the engine, train, and crew within the installation.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

- Pre-employment and annual physical examination required.
- This position has been designated as "Key" and shall not be vacated during a national emergency or mobilization.
- Must be able to obtain and maintain a locomotive engineer certification to operate a locomotive.
- Must recertify locomotive certification triennially (every 3 years).
- This position may require you to work irregular hours after normal duty such as (weekends, holidays, evenings, and nights).
- You are required to obtain and maintain a valid state driver's license and any installation and/or DoD license required for the type of vehicle being driven.
- Incumbent must be able to obtain and maintain a current military conductor card or a commercial railroad conductor card.

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Locomotive Engineer (Motor Vehicle Operator) without more than normal supervision. Ability to operate locomotive vehicles and equipment; shift, spot, and switch rail cars carrying ordinance materials; perform proper operator maintenance on the locomotives and while operating locomotive during bad weather to prevent emergency situations; prepare daily report on the operation of the locomotive. I have the ability to follow railroad signaling, railroad safety rules and procedures. - Failure to meet this Screen out Element will result in an ineligible rating.
PHYSICAL: Work is performed from a sitting or standing position and requires constant use of hands and arms in starting, stopping, and breaking. Operates the locomotive through numerous traffic crossings. Locomotive operation requires ability for very close eye, hand manipulation while regulating a variety of levers and locomotive controls while watching and interpreting signals and verbal instructions of a railroad conductor or brakeman. Position requires infrequent heavy lifting (45 lbs.) of access ways and covers on the locomotive during operational check of batteries, electrical assembly's brakes, etc., and when unloading sand to rail sander. Must be able to climb up and down steep steps or ladders to board and leave trains.
WORKNG CONDITIONS: Work is performed in varying weather conditions and subject to exposure to rain and freezing conditions. Subject to dust and fumes. Work is primarily performed within the enclosed locomotive cab with the requirement to operate with side windows open during more inclement weather conditions for visibility reasons. Ear and eye protective devices and safety toed shoes will be worn at all times of actual exposure to hazardous conditions.
