THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a GS-2181-13 SUPERVISORY AIRCRAFT FLIGHT INSTRUCTOR (TITLE 32), Position Description Number D0611000 in SPMD 4141 and is part of the MO Army Aviation Support Facility Whiteman AFB. APPOINTMENT FACTORS: This is an Indefinite/Permanent (may retain current tenure if on-board) Excepted Service position. This is a non-bargaining unit position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW

Duties

Plans and implements flight training and instruction for rated pilots in accordance with the Aircrew Training Manual (ATM). Adjusts course material to meet individual needs. Trains, instructs and evaluates pilots in operating aircraft using advanced instrument flight techniques. Instructs pilots in methods of instruction and evaluates instructor pilots proficiency to engage in flight instruction. Instructs pilots in operating advanced attack helicopters or heavy multi-engine advanced transport helicopters. Trains pilots in the full range of aircraft maneuvers required in combat situations. Conducts refresher, mission and continuation training in light fixed wing or utility and observer helicopters. Trains pilots in basic and advanced techniques required to support the pilot's unit mission. Conducts training flights, training pilots in advanced flight techniques required in combat situations. Performs other duties as assigned.

Requirements

  • If selected individual is in a Permanent status (Tenure 1 or 2) with the Missouri Army National Guard, that individual will retain their Permanent status.
  • If selected individual is in an Indefinite status (Tenure 3) with the Missouri Army National Guard, that individual will retain their Indefinite status.
  • Any other individual selected for this position will be Indefinite.
  • Management has the right to convert this position to permanent status without re-advertising.
  • Indefinite employment can be terminated with a 30 day notice.

Qualifications

MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Selected candidate will be required to be in a compatible military assignment prior to effective date of placement. Selected candidate must be MOS qualified within 12 months from date of appointment. Maximum Military Grade - Officer: 1LT (O-2) Minimum Military Grade - Officer: 2LT (O-1) Officer - Branch 15 or AOC 67J Supervisor must verify that selected individual occupies a compatible military position. Technicians will not be militarily senior to their full-time supervisor or wage leader (grade inversion). GENERAL EXPERIENCE: Must be a rated pilot on flying status; possess at least one year on-the-job experience and a competent understanding of the basic principles and concepts of this position based on possession of the appropriate Federal Aviation Administration (FAA) pilot certificates OR appropriate military certifications and/or military ratings in the main-frame military aircraft; and the required competencies (knowledge, skills, and abilities). GS-13 SPECIALIZED EXPERIENCE: Must possess two years specialized experience in piloting and instructing pilot skills in one or more of the following main-frame/military aircraft: Fixed-wing, rotary, or remotely piloted aircraft (RPA), providing instruction, evaluation and examination of rated pilots and instructor pilots in flying techniques; and experience must reflect qualification competencies in the following three factors: the aircraft operated; the nature and purpose of assignments, and the degree of hazard. The specialized experience must demonstrate your ability to operate a specific main-frame military aircraft, mission planning, and mission preparation; review and analyze mission tasking, intelligence, and weather information; file flight plans and conduct crew briefings; perform aircraft preflight inspections, aircraft loading, and equipment assessments; perform or supervise work procedures involved in navigation, in-flight refueling, search and rescue operations or surveillance and reconnaissance; competently conduct or supervise the training of crew members in simple to complex mission specific tasks; and develop plans and policies, monitor operations, and advise commanders; and experience that demonstrates knowledge of flight theory, air navigation, meteorology, flying directives, mission tactics, and operating procedures; unit flying, explosive, and ground safety programs in accordance with appropriate policies, regulations, and directives. APPLICANT MUST SUBMIT A DA FORM 759, INDIVIDUAL FLIGHT RECORD AND FLIGHT CERTIFICATE, AS PART OF BASIC APPLICATION FOR THIS POSITION.

Education

For Army National Guard 2LT and 1LT's, must be actively pursuing an under-graduate degree with at least 90 validated credit hours in a specified program. For CPTs and above, must have an undergraduate degree from an accredited college/university.

A Graduate Degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.

Must have Federal Aviation Administration certificates awarded from accredited civilian aviation programs OR must have aviation certifications from accredited military aviation schools.

YOU MUST submit copies of college transcripts that identify each course, the college or university, semester or quarter hours earned, grade and grade-point received. Submitting a certificate or a degree will not suffice. You must submit transcripts when required. Photocopies are acceptable.
