About the Position: Serves as the Trace Evidence technical lead and technical authority for the United States Army Criminal Investigation Laboratory (USACIL) Trace Evidence examination functions and operations to include explosives chemistry, trace evidence materials, and other general chemistry analyses and techniques.

Duties

Provides guidance and assists with the USACIL trace evidence casework and to support Department of Defense (DoD) units and other requesting agencies forensic support in wartime and Other Contingency Operations (OCO). Has oversight, to include review and approval authority, of protocol development and revision, training, quality assurance, safety, and proficiency testing for all elements of the organization. Develops and adapts methods by searching all pertinent literature, evaluates possible approaches and methods to use, and performs or directs the sampling and analysis. Identifies and analyzes present technical capabilities, evaluates existing information. Oversees, develops, and issues policy and procedural guidance as the USACIL Trace Evidence technical leader and authority in the areas of chemistry and forensic sciences.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Position is subject to Lautenberg/Domestic Violence Misdemeanor Amendment covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor crime of domestic violence are not eligible for the position.
• Must participate in DNA profiling database within the USACIL.
• Employee is required to lift evidence that weights up to 40 pounds.
• Requires TDY travel up to 25% of the time.
• The position is subject to random drug testing IAW AR 600-85. Applicant selected for movement into positions covered by the Alcohol and Drug Abuse Prevention and Control Program.
• Must sign DA Form 4019-R (Condition of Employment for Certain Positions Identified as Critical under the Drug Abuse Testing Program) and must pass urinalysis testing as required prior to appointment and periodically thereafter.
• Most obtain and maintain a Top Secret Clearance.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes work in supporting complex trace evidence cases, providing expertise in criminal investigations of interest to the organization and overseeing case completion to meet court or investigative requirements.
