About the Position: This position serves as a Public Utilities Specialist for the US Army Garrison located at Detroit Arsenal and is a developmental position with the full performance level of GS-12.

Duties

This is a developmental position for a Public Utilities Specialist. Duties at less than full performance level of GS-12 are similar but are designed to provide the competencies, skills, and experience to perform the more complex work. Duties at the full performance level include: Assisting with the planning, coordinating, and monitoring of utility purchase, use and sales. Participating in the execution of utility contracts. Coordinating with various stakeholders on matters pertaining to the purchase of utilities services.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

GS-09 Grade Level ($66,126 to $85,963 per annum) Specialized Experience: One year of specialized experience which includes: 1) Following regulations and guidance related to utilities to perform duties of the position; 2) Maintain data of rate structures for various utilities for an inclusion in program budget; 3) Utilizing automated systems and programs to create spreadsheets, databases, word-processing documents and graphics related to monitoring of utilities usage; 4) Collaborating with various personnel. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal Service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration, Urban Planning, Public Administration. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11 Grade Level ($80,006 to $104,005 per annum) Specialized Experience: One year of specialized experience which includes: 1) Utilizing regulations and guidance related to utilities in the performance of duties; 2) Providing input for a program budget by analyzing rate structures for various utilities; 3) Utilizing automated systems and programs to create spreadsheets, databases, word-processing documents and graphics related to monitoring of utilities usage; 4) Collaborating with various personnel. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal Service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration, Urban Planning, Public Administration. (Note: You must attach a copy of your transcripts.). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. GS-12 Grade Level ($95,895 to $124,659 per annum) Specialized Experience: One year of specialized experience which includes:: 1) Evaluating regulations and guidance related to utilities; 2) Determining impact on a program budget by analyzing rate structures for various utilities; 3) Utilizing automated systems and programs to create spreadsheets, databases, word-processing documents and graphics related to monitoring of utilities usage; 4) Collaborating with various personnel. This definition of specialized experience is typical of work performed at the next lower grade/level position int he Federal Service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: CommunicationsCost-Benefit AnalysisPlanning and EvaluatingTechnical Competence Time in Grade Requirement for GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-07). Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-09). Time in Grade Requirements for GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Working Conditions: Work involves normal risks or discomforts associated with visits to construction sites, utility systems and mechanical rooms, may involve risks and hazards such as noise, hot temperatures in confined spaces, adverse weather conditions, etc. Work area is adequately lighted, heated and ventilated. Protective clothing such as safety shoes/boots, gloves, hard hat, and safety glasses/goggles may be needed. Physical Demands: May occasionally be required to visit buildings and/or construction sites to verify installation of equipment or to prepare an estimate of utility consumption. Visits may be performed in unpleasant weather conditions, and requires considerable walking, stooping, bending, climbing, etc.

Education
