This position is located with the Bureau of Indian Affairs, Midwest Region, Office of the Regional Director, Trust Services, Branch of Wildland Fire Management (WFM), Duty Station TBD from Bloomington or Bemidji, MN; and serves as a Fire Budget Analyst that assists in the formulation, justification, administration, and execution of the WFM budget.

Duties
Perform budget execution duties in support of the Budget Officer. Upon receipt of sub allotments from the Central Office, incumbent provides for the distribution of allocations to agencies by working with program directors as required.
In support of the Office of Budget Management (OBM) and Accounting Management, executes and reconciles fire management funding for regional and agency offices.
Responsible for advising program managers or superintendents on the status, availability of funds, and budget processes as it pertains to the regional agencies and programs.
Conduct periodic regional or agency financial reviews to ensure rate of total obligations are within approved funding levels and to advise his/her supervisor regarding the status of fund balances,
Provide support for program evaluations to determine that the objective set out by program managers in each program area are being met and that the Bureau is meeting its established goals and objectives.
Devises appropriate methods for securing information and developing data from such sources as FBMS, on-site investigations, and discussions with operating officials.
Make payments to AD-hire emergency workers hired under the emergency pay plan and to vendors, as authorized.
Provide technical and routine oversight, to ensure the casual employees and businesses are paid in a timely manner.

Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions for GS-0560 Budget Analysis Series)
GS-9: 1 year of specialized experience at or equivalent to the GS-07 grade level. Specialized experience includes experience in budget exaction process; financial reviews; budget formulation; analyzing problems to identify significant factors; gather pertinent data, and recognize solutions; communicate effectively orally and in writing; has experience with budget as it pertains to Wildland Firefighting and Interagency Incident Business.
OR
Master's or equivalent graduate degree, related to the position;
OR
2 full years of progressively higher level related graduate education leading to such a degree; OR LL.B. or J.D., in a relative course of study to position.
OR
Combination of education and experience appropriate to position.
GS-11: 1 year of specialized experience at or equivalent to the GS-09 grade level that included performing complex reviews and analysis of budget and financial data, statistical reports, and financial plans; compiling budgetary and financial data, reconciliation of funds; budget formulation and justification, analyzing current funding estimates with prior year expenditures; preparing special reports as required; identifying discrepancies or deviations in projections and making recommendations for correction; and experience working with budgets pertaining to Wildland Firefighting and Interagency Incident Business.

Ph.D. or equivalent doctoral degree, related to the position;

3 full years of progressively higher level related graduate education leading to such a degree
