The Primary Purpose of the Position is: The Voluntary Services Specialist possesses a wide body of knowledge requiring substantially full qualification in distinctly separate areas across each of these business lines to include professional, technical, and administrative skills and abilities. The Organizational Location of the Position is: Center for Development and Civic Engagement or Voluntary Service, VA North Texas Health Care System (VANTHCS), Dallas, TX.

Duties

PROGRAM COORDINATION The incumbent assists in all aspects of the development, coordination, and management of the Center for Development and Civic Engagement (CDCE) Office and is responsible for independent management of specific programs or portions of larger programs. This includes, but is not limited to, planning, establishing and implementing policy, developing program goals and objectives, managing, evaluating, and coordinating (internal and external) resources of assigned areas. The incumbent assists the CDCE/Voluntary Services Officer in developing short and long-range plans for the accomplishment of CDCE/Voluntary Service program goals and objectives; develops and implements programs and program changes to meet the facilities' or other VA­ affiliated program's needs. PROGRAM ADVOCACY & COMMUNITY RELATIONS The Specialist is responsible for implementing the strategic and operational plans developed by the CDCE/Voluntary Services Officer. The incumbent consults with services across the health care system, agency representatives (including VHA, VBA, and NCA), and community officials to publicize, analyze, and recommend improvements for programs. The incumbent develops and maintains relationships with members of the local advisory committees, Veterans Service Organizations (VSO), and other local, corporate or non- profit entities within the catchment area. Incumbent is responsible for assuring favorable interpersonal relations with executive management, volunteers, VSOs, local businesses, community service organizations, staff, and all customers. FINANCIAL MANAGEMENT The Specialist is responsible for the coordination and management of all monetary and in-kind donations. The incumbent manages the day-to-day operations surrounding the organization's development activities and conducts and analyzes routine needs assessments to ensure alignment with the facility's strategic plan. Under the supervision of the Chief, the incumbent monitors and manages donated funds for the local Veterans Health Administration, Veterans Benefits Administration and National Cemetery Administration within the station's General Post Fund (GPF) accounts. Work Schedule: Monday - Friday, 8:00am to 4:30pm; occasional evening or weekend Travel Statement: Occasional travel to attend events, trainings, meetings and/or conferences. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/06/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-09 position you must have served 52 weeks at the GS-07.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-09 Voluntary Services Specialist Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Establish and operate a community based volunteer program.; Work with community partners and staff members within a health care system.; Manage programs associated with volunteers to include, recruiting, interviewing, and evaluating prospective volunteers.; Manage and keep records of funds as it relates to donations.; Perform administrative duties for the department which include working with an automated timekeeping management system and completing required paperwork.. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Bachelor's Degree. EXAMPLE: An applicant has 6 months of specialized experience equivalent to GS-7 and 1 year of graduate level education. GS-11 Voluntary Service Specialist Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Program Coordination: Planning, establishing, and implementing policy.; event Planning: plan and execute a variety of internal/external special events.; Program Advocacy & Community Relations: Consults with agency representatives and community officials to analyze, and recommend improvements for the program.; Financial management: Responsible for management of all monetary donations.; and Performs clerical/administrative functions such as create/maintain files, reports, and other documents. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Masters degree. EXAMPLE: An applicant has 9 months of specialized experience equivalent to GS-9 and 2 1/2 years of creditable graduate level education. You will be rated on the following Competencies for this position: Administration and Management Communications Managing Human Resources Organizational Stewardship Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work involves intense concentration and relatively long periods of sitting with some walking. Training involves standing and walking during interactions with Executive Leadership, Service Chiefs, Supervisors, and other medical staff and as appropriate. Work is generally sedentary, working predominately with the computer, but standing, bending, walking, and carrying of lightweight items such as reports, and manuals are required.
