Duties
Serve as Master of the Pushboat Motor Vessel (M/V) HUME and Mate/relief Captain of the Derrick Boat (DB) ELIZABETH II in connection with the operation, maintenance, and repair of waterways and waterway structures.
Operate Pushboat or Derrick Boat to position floating cranes at various outdoor locations with limited maneuverability, and oversee Drift-Collection Operations.
Supervise, instruct, and direct deckhands and other boat crew in their operations, safety and activities.
Serve as deck hand aboard any Floating Plant vessel if directed by the Engineering Technician (Naval Architecture).
Perform vessel administration to include preparing daily and monthly reports of operations, purchase required supplies and materials, and recommend maintenance and repairs to vessel and equipment.
Requirements

- This position requires the completion of a pre-employment Physical Exam and an annual exam thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment screening, and random testing.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of 25 % of the time.
- Incumbent will comply with safety regulations, occupational safety and health standards, and other safety directives and orders.
- This position has an on-call requirement.
- Incumbent must have a USCG 200T Near Coastal License with radar endorsement.
- Incumbent must have a Certificate of Completion from the North American Crane Bureau, Inc. showing that the applicant has successfully completed the technical workshop for Mobile Crane Operators Training.
- Incumbent must obtain a USCG 500T Near Coastal License with radar endorsement AND a near coastal towing endorsement on their USCG license within two years of hire.

You will receive credit for all qualifying experience, including volunteer experience.
There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
Minimum Qualifications (Screen Out Element): Ability to do the work of a Pushboat Operator without more than normal supervision:
Safely operate pushboats and other floating plant, push barges and work in concert with other support vessels.
Synchronize operations of floating cranes with the unstable motion of the barge, pushboat or derrickboat.
Interpret hand signals and radio communications when visibility is obstructed by the tow and hazards are not visible to the operator.
Apply Navigation Rules, also known as "Rules of the Road" or "Nav Rules", in order to accomplish mission.
Utilize knowledge of ship rigging and crane attachments to complete various crane operation projects.
Failure to meet this Screen Out Element will result in an ineligible rating.
PHYSICAL EFFORTS: Work requires technical control changes to maneuver the Pushboat, crane barge and load around obstructions and to position the Pushboat and barge at the desired location. Work requires heavy effort in pushing, pulling, and depressing various levers, clutches, and brakes. The incumbent is subject to strain caused by vibrations of the floating plant and from the jerking and jolting motions while lifting and moving loads. Hand and eye coordination is required when operating controls to maneuver vessel or crane in congested and confined areas. Work occasionally requires moving objects by hand (up to 50 pounds) such as lifting hooks and cables, changing rigging, etc.
WORKING CONDITIONS: Incumbent works outdoors in a partially enclosed cab in all types of weather. Incumbent is exposed to loud, unpleasant noise, heat, and fumes produced by the engine. Incumbent is exposed to the possibility of injury caused by swinging loads or turbulent waters and weather extremes.
