This position is located in a Consolidated Patients Account Center (CPAC) in the organization of the Deputy Director of Operations with the position serving as the Facility Revenue Manager (FRM) located on-site at a medical facility. The CPAC is established to enhance revenue operations throughout the VHA network by consolidation of billing and collection activity supported by medical center based utilization review, data validation and customer service functions.
Duties
The FRM serves as the Medical Center manager for revenue-related issues from both CPAC and Medical Center staff, and is responsible for the development, enhancement, and analysis of operational procedures between both administrative and clinical services to maximize collections.
In this position, the FRM serves as a revenue subject matter expert on local facility committees, Program Management Office (PMO) workgroups, OCC committees, and any national initiative aimed at enhancement of revenue activities.
Performs assigned duties in a manner that promotes quality health care, outstanding customer service, and maintenance of an environment committed to serving the Veteran.
Is flexible in the position with the ability to handle project requests at all levels of the CPAC.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: 8:00am to 4:30pm, Monday through Friday.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/30/2024.
GS-09 Time-In-Grade Requirement: Applicants who are current VA employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service.
GS-11 Time-In-Grade Requirement: Applicants who are current VA employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service.
A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include:
1) Gathers information for monthly reports.
2) Communicates with outside entities regarding operations within the service.
3) Monitors changes in eligibility that supports the need to adjust co-payments.
4) Tracks clinical activities that have the potential to negatively affect revenue.
5) Consults with counterparts concerning programs and training requirements.
OR,
GS-09 Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
OR,
GS-09 Combination: Applicants may also combine education and experience to qualify at this level. You must possess equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Financial Management Specialist position, which may be substituted to meet the experience requirements for GS-09 position.
GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include:
1) Gathers information for monthly reports.
2) Communicates with outside entities regarding operations within the service.
3) Monitors changes in eligibility that supports the need to adjust co-payments.
4) Tracks clinical activities that have the potential to negatively affect revenue.
5) Consults with counterparts concerning programs and training requirements.
6) Monitors staff's workload to ensure the quality of the program.
7) Develops programs to manage patient accounts and optimize collections.
OR,
GS-11 Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
OR,
GS-11 Combination: Applicants may also combine education and experience to qualify at this level. You must have possess combinations of successfully completed graduate education and specialized experience directly related to the work of the Financial Management Specialist position, which may be used to meet the experience requirements for GS-11 position.
